Board of Supervisors Meeting – November 14, 2017

A meeting of the Wayne County Board of Supervisors was held on the 14th day of November, 2017, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Kester made the motion seconded by Sellers to approve the Agenda with a deletion of item #8 Angie Horton, Recorder.
Sellers made the motion seconded by Kester to approve the minutes of the October 23, 2017 meeting.
Kester made the motion with a 2nd by Sellers to approve the claims.
Tammy Clark, Auditor, presented the canvass of votes. The Board praised Clark for combining some of the precincts to save money for Wayne County. Kester made the motion with a 2nd by Sellers to approve the Canvass. Results are as follows:

Kim Swearingin, Treasurer, was present to discuss the abatement of taxes on a property owned by the City of Humeston. Kester made the motion with a 2nd by Sellers to abate taxes and all future taxes on Parcel # 00150E313002.
Bill Byrns, EMC/E911, informed the Board of a rescue at Stephens Forest that involved three individuals who spoke very limited English. Many departments from Wayne and Lucas Counties as well as the Iowa DNR were involved in the search.
A conference call was held between the DNR and the Board pertaining to Resolution 11-01-2017 concerning areas of flooding in Wayne County. Bill Byrns and Trevor Wolf also participated in the call. Three documents will be needed – an ordinance, a resolution, and an application to make Wayne County residents eligible to purchase flood insurance if needed. It was noted that FEMA will give counties one year from Feb. 16, 2018 to comply. After that they will give no assistance to the county for flood damage. The Board recommended having a conversation with Dave Rhodes, Bill Byrns, and Trevor Wolf before passing the resolution.
Trevor Wolf, Engineer, was present for a vote from the Board to let bids for 2 boxes and a bridge. The boxes will be on 170th south of J22 and Vale east of Hwy 14. The new bridge is planned for 110th. Kester made a motion with a 2nd by Sellers let bids for boxes FM-CO 93-(65) – – 55-93 and FM-CO 93 (86) – – 55-93 and bridge BROS- CO 93- (84) – – 8J-93. The Board expressed how pleased they are with the number of bridges that are being repaired within the County.
Dan Coffey was present to discuss the alarm update and will be available when the alarm company comes to check out the system.
Auditor Clark discussed the need for updated job descriptions and recommendations from Carosh for encrypted email. She will look into the cost of this. The Auditor’s Office will be closed on Nov. 30th and Dec. 1st for training. Clark also discussed the need for 2 laptops for backup at polling places for future elections as well as a trailer for security of equipment. Sellers made the motion with a 2nd by Kester to purchase 2 laptops for backup and a trailer for security of equipment.
Joella Perry, Veterans’ Affairs Director, addressed the Board. There were 68 in attendance at the recent Veteran’s Banquet held at the Prairie Trails Museum. Perry stated that she has been very busy and wants to educate veterans on what is available.
Public comments were heard from Gary Bennett who stated that the County should keep up the good work. Bennett wants the County to continue to serve the people and keep the costs down.
Kester made the motion to adjourn the meeting with a second by Dotts at 10:40 AM.

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 27th day of November at 9:00 AM.
