Board of Supervisors Meeting – August 20, 2018

A meeting of the Wayne County Board of Supervisors was held on the 20th day of August , 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance
Kester made the motion seconded by Sellers to approve the Agenda with the addition of Alan Wilson, Jack Reed, and Matt Ring.
Alan Wilson, County Attorney, addressed the Board concerning the options available due to the resignation of the Auditor Tammy Clark effective September 28, 2018. Wilson stated that the Board has two options – hold a special election or appoint someone to fill the vacancy. The appointment would last until the election in 2020 or until another special election is held.
Jeff Skalberg, newly hired engineer, met with the Board and signed the contract with Wayne County.
Kester made the motion with a 2nd by Sellers to approve Belinda Adkins as a new member of the Wayne County Conservation Board.
Sheriff Keith Davis, Mayor Rod Parham, and City Clerk Ann Stevens were present to discuss and sign a 28E Agreement between the City of Corydon and the County concerning law enforcement changes. The starting date for the 28E agreement will be Oct. 1, 2018 at a cost of $100,000 to the city. This would include 40 hours of patrol per week and would not include picking up stray dogs. Sellers made a motion with a 2nd by Kester to approve the police contract with the City of Corydon.
Jack Reed addressed the Board concerning new rules for collective bargaining. There was also discussion on the Public Health policy manual.
Matt Ring from Nationwide addressed the Board and discussed plans available to the employees of Wayne County.
Sellers made a motion with a 2nd by Kester to go into closed session to discuss an employee matter according to Iowa Code 21.5(1)a. Sellers made a motion with a 2nd by Kester to end the closed session and return to regular meeting.
Sellers made the motion to adjourn the meeting with a second by Kester at 11:15 AM .

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 27th day of August, 2018.
