Board of Supervisors Meeting – June 3, 2019

A meeting of the Wayne County Board of Supervisors was held on the 3rd day of June, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts and Tom Swearingin, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin made the motion with a 2nd by Dotts to adopt the agenda.
Swearingin made the motion with a 2nd by Dotts to approve the minutes from May 20, 2019 and May 24, 2019.
Swearingin made the motion with a 2nd by Dotts to approve claims.
Swearingin made the motion with a 2nd by Dotts to approve payroll.
Swearingin made the motion with a 2nd by Dotts to approve the renewal agreement with CAROSH for HIPAA Expert service in the amount $16,234.
David Eckels addressed the Board with a concern about the road near his garage. The tube has been damaged and ruts need to be filled in. Eckels had already discussed the matter with the county engineer’s office. Dan Carpenter said a work order had been placed for this and it will be taken care of when time is available.
Dan Carpenter and Bill Byrns, Emergency Management, were present to discuss flood damage in Wayne County. A disaster proclamation has been issued by Governor Reynolds for Wayne County and nine other counties in response to weather events beginning May 17th. Byrns has been working with cities in Wayne County to identify weather related damage that can be reported to FEMA. The largest project in Wayne County will most likely be the repairs needed at Medicine Creek. Byrns reported that the state wants documentation by June 14th. Carpenter stated that they have been taking pictures and getting GPS locations of damage.
Dan Carpenter told the Board that secondary roads continues to work on shouldering and patching for the RAGBRAI route. Carpenter is continuing to evaluate new motor grader costs. If graders are traded out every 3 years, there will be more of an upfront cost now with savings in the future. The bridge on 110th still needs seeding and a fence and other fiscal projects are near completion.
Kim Swearingin, County Treasurer, asked the Board for suspension of taxes for a Parcel in Seymour. Swearingin made the motion with a 2nd by Dotts to approve suspension of taxes for Parcel 12140G458001 in FY 2017 for $278.00.
Kim Swearingin, Brandon Carpenter, Dan Carpenter, and Angie Horton were present to discuss a quote from Tyler Technologies. Swearingin made a motion with a 2nd by Dotts to approve the quote from Tyler Technologies including bundling for a cost of $42,000 plus an estimated $7500 for travel with an annual fee of $25,825. Dotts made a motion with a 2nd by Swearingin for Treasurer Swearingin to purchase a flatbed scanner for $1600 for her office.
Swearingin made the suggestion to have a department heard meeting once a month. It was decided that the meeting will be held monthly on the first Monday that there is not a meeting of the Board of Supervisors. The next department head meeting will be held on Monday, June 10th, at 9:00 AM. Swearingin also invited all department heads to attend Board meetings as needed. Denise Becker will email agendas in to department head in advance.
Dotts reported on a meeting that he and Denise Becker attended in Fairfield on housing in rural Iowa.
Michelle Dooley, Auditor, presented an electronic format of the County Seal. This will be used in elections. Dotts made the motion with a 2nd by Swearingin to approve the electronic County Seal. Dooley also presented a quote on the removal of 4 trees in the courtyard. Swearingin made a motion with a 2nd by Dotts to approve the quote from Tom’s Affordable Tree Service with Corydon Community Betterment paying $1000, Corydon paying $1000 and Wayne County paying $500.
Swearingin made the motion to adjourn the meeting with a second by Dotts at 10:35 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 17th day of June 2019.
