February 10, 2020

A meeting of the Wayne County Board of Supervisors was held on the 10th day of February, 2020, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4.  The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Tom Swearingin, Don Seams; members of the Board of Supervisors, Bill Byrns, Sue Ruble, Rhonda Bennett, Jen Reed, Michelle Dooley

Unless otherwise noted, all motions were approved unanimously.

Dotts called meeting to order at 9:00 AM

Pledge of Allegiance

TSwearingin made motion to adopt the agenda, seconded by Seams.

Seams made motion to approve January 27, 2020 minutes, seconded by TSwearingin.

TSwearingin made motion to approve claims, seconded by Seams.

Seams made motion to approve payroll, seconded by TSwearingin.

Brandon Carpenter, Assessor presented 21 applications for Rural Revitalization Abatement.  The abatement is setup on a 6-year schedule for new construction and remodels.  TSwearingin made motion to approve abatements, seconded by Seams.

Kim Swearingin requested the 2nd half of 2018 taxes due in FY20 to be suspended for parcel# 020M24300005.  Seams made motion to approve suspending the 2nd half of taxes due in FY20, seconded by TSwearingin.

Dotts read Danny Coffey’s Resignation letter effective May 29, 2020.  TSwearingin made motion to accept resignation, seconded by Seams.

Bill Byrns reported that Butch & Suzie Gibbs is doing hands only CPR training for the Courthouse staff, February 11.  Bill will be attending training at Pin Oak in Chariton on February 11th regarding the Coronavirus.

Randy Zerr, County Engineer reported Cramer Associates has 1/3 of bridge deck off of the bridge north of Promise City on Highway S56 between Newton and Ohio Road.  Cramer Assoc. has 85 working days to complete the project.   Zerr is working on joint application with FEMA regarding 2 low water crossings on Cedar Road.  Zerr received Calhoun-Burns & Associates Inc contract for Medicine Creek Project. He will be reviewing contract.

Dotts read Resolution 20-28 Certificate of Appointment of Commissioner to Area XV Multi-County Housing Agency appointing Dave Daughton to serve as commissioner until December 31, 2022.  TSwearingin made motion to appoint Mr. Daughton, seconded by Seams.

Belinda Adkins resigned from the Wayne County Conservation Board.  The Conservation Board is requesting Marty Nichols be appointed to fill vacancy.  Seams made motion to appoint Marty Nichols, seconded by TSwearingin.

Lisa Skinner resigned from Public Health Board due to conflict of interest.  Shelley Bickel is requesting Clayton Merritt be appointed to fill vacancy.  TSwearingin made motion to appoint Clayton Merritt, seconded by Seams.

Dotts read the 1st reading of Ordinance 02-2020 for ATV & OTV.

Ordinance 02-2020 is available in the Auditor’s office if anyone would like a copy.   2nd reading will be February 24th, 2020 at the Regular Scheduled Board meeting.

Dotts made motion on January 27th to approve 5% pay increase for Elected Officials, and seconded by Seams.  Resolution 20-26 Annual Pay Increase for Elected Officials was presented and signed by Dotts & Seams.  TSwearingin abstained from signing.

Seams made motion to approve the Iowa Negotiation & Consulting Services (INCS) contract for FY21 & FY22, seconded by TSwearinging.  INCS provides HR Consulting Services for the County.  The fee for FY21 effective July 1, 2020 will be $450 per month and for FY22 the fee will be $500 per month.

TSwearingin made motion to approve updated County Employee Handbook effective April 1, 2020, seconded by Seams.

Seams made motion to accept the January Department reports; Treasurer’s Cash and Outstanding Report, Sheriff’s Report (Deposit $24,248.91) & Recorder’s Report (Deposit $5,063.31), seconded by TSwearingin.

Supervisor Meetings

TSwearingin attended no meetings.

Seams attended CROSS Region meeting for Mental Health.  CROSS has contributed approximately 2.5 million toward The Access Center, located in Osceola.  The center is not meeting the Regions expectations.  Seams is also concerned about the sustainability of CROSS Region.  Governor is requesting the program be funded at 12.50 per capita and the remaining backfilled by 80 million appropriations. And the Governor is pushing the future funding to be part of .01 cent increase in Sales Tax.  Seams & Dotts attended State Wide Supervisor’s meeting.  The 3 topics were Children Mental Health, Department of Human Services & Iowa Workforce Development.  State is mandating the Mental Health Regions to provide children’s mental health service but currently is not providing funding.  DHS has 1,000’s of dollars in outstanding invoices that they have not received payment for.  Wayne County is in Area 15 for Iowa Workforce Development.  Area 15 is requesting for Area 14 to join their region.  IWD is Federally Funded and they currently receive a little under $600,000.  10% of the funding can go toward administration.  The region is working on designating a Fiscal Agent for the region.  Seams has written a 28E Agreement for the Region to consider.   Seams also visited the local senior meal site to observe the current practices.  Meals are being delivered cold and on this day the meals did not get delivered because of an accident.  Seams attended the Elected Official/Dept Head meeting.  Jon Pierson, Scantron Solutions gave an update on the IT server/workstation project.  Scantron is providing IT Support for the county.

Dotts attended SCICAP meeting.  SCICAP is working on the FY21 Budget.  Dotts was a guest at the CROSS meeting.  He also attended a Wayne County Farm Bureau meeting with State Senator Sinclair and State Representative Fry regarding coyote hounds running on other people’s property.

Public Comment:  Sue Ruble asked about the status of the Wayne-Ringgold-Decatur embezzlement case.  Dotts stated “Charges have been filed.”  The Decatur County Attorney had a conflict of interest dealing with the case and it was reassigned to Ringgold County Attorney.  Ms. Ruble also asked where the County is currently buying rock?  Cantera Rock Quarry.  Also, she had concerns regarding a washout on 2500 block of Euclid where water is collecting in the ditch.
