April 18, 2016

A meeting of the Wayne County Board of Supervisors was held on the 18th day of April 2016, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice of meeting duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.

Unless otherwise noted, all motions were approved unanimously.

Sellers made the motion, seconded by Dotts to approve the Agenda.

Dotts made the motion, seconded by Sellers to approve the minutes of the April 4, 2016, meeting.

Sellers made the motion, seconded by Dotts to approve the claims as submitted.

Bill Byrns, EMC/911, was present and visited with the Board in regards to warranty and reporting system in regards to the fire alarm system, the Board had requested that more information be obtained and return at a later date.  Mr. Byrns also updated the Board in regards to the Tornado Warning System in Humeston and it felt that they would be able to receive grant funds to help with the cost and requested that the Board of Supervisors support the project with a contribution of $350.00.  Sellers so made the motion, seconded by Dotts to approve the $350.00 contribution to the City of Humeston.

Kim Swearingin, County Treasurer, submitted a letter in regards to Tax Sales 12-0215 (12140H493007), total taxes with interest and penalties of $6471.00 to be abated, and 12-0216 (12140H493008), total taxes with interest and penalties of $734.00 to be abated located in the City of Seymour. It stated that Jerry Fetters was requested that the County abate the taxes and having the Tax Sale Certificated assigned to him. The County will pay all cost in relationship to the requirements with Mr. Fetter paying the fees for the notification, deed cost and recording fees. Sellers made the motion, seconded by Dotts to abate the taxes, interest and penalties and to re-assign the Certificates complying the as stated in the letter.

Trevor Wolf, County Engineer, was present and updated the Board on the various bridge projects, work on old Highway 2 and that he will be taking bids for steel. Mr. Wolf requested approval to hire an Intern for the summer, with Dotts making the motion, seconded by Sellers to approve the request for an Intern.

Several Members of the Pioneer Cemetery Commission was present to update the Board on various projects, work that had been completed, including work in progress and upcoming projects. The Group also wanted to thank the Board for their support and the volunteer work they have received from the school and students.

Steve Linn, Iowa Craft Beer Tent, stating that he traveled with Ragbrai and that they had look at a piece of land on J22, Bethlehem, to set up a tent for the day. Mr. Linn stated that he had visited with some of the landowners and neighbors that lived next to the area, not that he would need approval of the land owners and that he was willing to help with some up keep and repairs for the Bethlehem Chapel. It was also noted that a portion of the land was owned by the County and that if they could work it out with the other land owners would the County give their approval. Mr. Linn stated that he has applied to the Iowa ABD for a dram license and that did work with the Ragbrai Committee and that they have traveled with the group for the past three (3) years. Sellers made the motion, seconded by Dotts, to approve the request with the approval of the other persons involved.

There was some discussion in regards to various vendors that would be setting up various venues would be assessed a fee payable to Wayne County.

Bill Byrns and Denise Becker were present to review some requirements for the Hazard Mitigation Funding . The Board reviewed policy and procedures in regards to fraud and the safe guard of employee information. The Board noted no change to the policies.

Dotts reported that he attended meetings with WCDC; Conservation and the DNR in regards to the recycling program in Wayne County.

Kester reported that he attended meetings with DECAT;KFC, MH and Milestonre.

Sellers reported that he attended meetings with SCICAP and Rathbun Land & Water.

The monthly reports of the Clerk of Court; Angie Horton, County Recorder; Keith Davis, County Sheriff; and Kim Swearingin, County Treasurer was approved and filed.
