Board of Supervisors Meeting – September 12, 2016

A meeting of the Wayne County Board of Supervisors was held on the 12th day of September 2016, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice of meeting subject to Iowa Code Section 21.4.  The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.

Unless otherwise noted, all motions were approved unanimously.

Sellers made the motion, seconded by Dotts to approve the Agenda.

Dotts made the motion, seconded by Sellers to approve the minutes of the August 22, 2016, meeting.

Sellers made the motion, seconded by Dotts to approve the claims as submitted.

Doug Downs, Mayor of Allerton, was present and requested that the Board approve the abatement of taxes on Parcel #10100C207002 in the amount of $2525.00, which include tax sales from 2010 through 2016, as the City has just obtained the property, was going to clear it and resale putting it back on the tax rolls.  Sellers made the motion, seconded by Dotts to abate the taxes as requested.

Sellers made the motion to abate the taxes on Parcel #0115E353007 in the City of Humeston in the amount of $47.00.  The City stated that they had obtained the property and were in the process of selling it.  Sellers made the motion seconded by Dotts to approve the request for abatement.

The board was presented with the following request from the County Treasurer, Kim Swearingin, to suspend the taxes according to Iowa Code 427.8;

Parcel #07190G408006 in the City of Corydon, Iowa, in the amount of $890.00

Parcel #01150E365009 in the City of Humeston, Iowa, in the amount of $344.00

Parcel #13200D276013 in the City of Lineville, Iowa, in the amount of $304.00

Dotts made the motion seconded by Sellers to suspend the taxes as requested.

Trevor Wolf, County Engineer, was present and reviewed various projects with the Board.  Wolf noted that he had a request to put a Level “C” classification on 235th in Monroe Township, noted that it was mostly overgrown and that he would be getting a petition ready for the landowners to sign.  Wolf reported that the Federal Government would be in the county today to audit various projects.  There was also some discussion in regards to the cinder path in Lucas and Wayne County.

The Board signed the letter of a commitment of $5,000.00 to the Chariton Valley Regional Housing Trust Authority, as approved at the August 22, 2016, meeting.  Kester noted that he did have some concerns about who the members were, how and why the rules and guidelines were established, and that he felt the Board of Supervisors should be more aware and involved in their decisions and actions.

The monthly report of Kim Swearingin, County Treasurer, was approved and filed.

It was noted that Misti Miller had been hired as a direct care employee at New Venture effective August 22, 2016, at $10.00 per hour.

There being no further business the Board recessed until the next regular scheduled meeting to be held on the 26th day of September 2016.
