A meeting of the Wayne County Board of Supervisors was held on the 17th day of April, 2017, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Sellers made the motion seconded by Kester to approve the Agenda.
Kester made the motion seconded by Sellers to approve the minutes of the April 3, 2017 meeting.
Kester made the motion seconded by Sellers to approve the claims as submitted.
Auditor Clark requested that the Board approve a new computer for the Deputy Auditor whose computer was not supporting some of the recent changes in email and other updates. Kester requested that Clark check with all department heads to see if any other computers need replaced due to a possibility of a discount for multiple computers. Kester made the motion with a second by Sellers to purchase a new computer for the Deputy Auditor.
Kester made a motion with a second by Sellers to renew the liquor license for L & E Outfitting, LLC.
Access Systems addressed the Board to provide a quote for a new phone system and discussed the services they could provide.
Representatives from Grand River Mutual were in attendance to discuss phone and internet charges presently in place for Wayne County and the possibility of changing to GRM Bundle services. These changes would be cost effective as well as provide upgrades for the county. They also provided a quote for both digital and IP phones for Wayne County. GRM will work with Auditor Clarkâs office and will return with updates at the May 8th meeting.
A Public Hearing was held to discuss the possible reopening of 245th that had recently been closed by the County. Concerns voiced by those in attendance included: semis backing onto the highway, driving farm equipment on the highway, moving cattle and not being aware of the road closure until it had already happened. Tom Lenig discussed the procedures that he had gone through before the road was closed. After the Wayne County Board of Supervisors voted at a Public Hearing to close the road, he set posts and put up gates on the affected road. Trevor Wolf, County Engineer, offered the services of the Wayne County Road Department to widen driveways so that semis could turn around and not back onto the highway. A motion was made by Kester with a 2nd by Sellers to leave the road on 245th closed as long as Engineer Wolf sets up a plan to widen driveways within reason for those affected by the road closure.
Trevor Wolf was present to discuss updates on the work done by secondary roads.
Tony Miller from SE Iowa Response Group updated the board on several hazmat topics. He presented the Board with a list of who can haul spills away. Miller also discussed the various classes that are available for firefighters as well as equipment that may be available to the County.
There being no further business, Sellers made the motion with a second by Kester to recess. The next regular meeting to be held on the 8th day of May 2017.
