Board of Supervisors Meeting – February 21, 2017

A meeting of the Wayne County Board of Supervisors was held on the 21st day of February, 2017, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Sellers made the motion with a second by Kester to go into closed session pursuant to Iowa Code 20.17(3).

The regular meeting opened at 9:30.
Unless otherwise noted, all motions were approved unanimously.

Sellers made the motion seconded by Kester to approve the Agenda with an addition of tax abatements for the city of Seymour.
Kester made the motion seconded by Sellers to approve the minutes of the February 6, 2017 meeting.
Sellers made the motion seconded by Kester to approve the claims as submitted.

Kester made the motion seconded by Sellers to approve a two year contract with secondary roads. The contract shows a 2.5% increase beginning July 1, 2017 and a 2.0% increase on July 1, 2018.

Bob Luddington addressed the board to discuss the increase in taxes on his property in the amount of $1950. After much discussion it was agreed to contact a representative of Iowa Revenue to meet with the Luddingtons to discuss the reason for the increase.

Daren Thompson from DHS was present to discuss the part of their budget that is provided by Wayne County.
Bonnie Friend, Wayne County Conservation, addressed the board to discuss an application to apply for an outdoor wood burning furnace and log splitter. Grants money applied for would total $28,443 with Wayne County Conservation paying $7100. She presented Resolution 02-03-17 pertaining to this application. Voting was as follows: John Sellers, Aye; Dave Dotts, Aye; Duffy Kester, Nay.

Trevor Wolf, Secondary Roads, was present to discuss two projects. The first project FM-C03 (87) – 55-93, concerns a patching project for Farm to Market roads and is estimated at $75,000. Sellers made a motion with a second by Kester to approve the project. Wolf also discussed BROS – C093 (84) – 8J-93, a funding agreement with the DOT for a bridge on 110th St. Kester made a motion with a second by Sellers to approve this project.

Kester discussed the need for a 28E Agreement with Allerton, Humeston, and Lineville that would need to be sent each year with their $2000 payment for trash recycling. Kester made a motion seconded by Sellers to include the 28E agreement for Allerton, Humeston, and Lineville when their check is sent.

Kay Middlebrook was present to discuss rural abatements in the county. She presented 14 rural abatements for new construction in Wayne County.

Kester made a motion with a second by Sellers to approve the semi-annual report.
Kester made a motion with a second by Sellers to table the tax abatements for the city of Seymour until more information was available.
Sellers made the motion with a second by Kester to recess.

The next regular meeting to be held on the 6th day of March 2017.
