Board of Supervisors Meeting – August 3, 2017

A meeting of the Wayne County Board of Supervisors was held on the 3rd day of August, 2017, in the meeting room of the Wayne County Courthouse pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.

Supervisor Chairman, David Dotts, called the meeting to order at 1:15.

Supervisor Dotts reviewed the scoring of the Master Matrix for the proposed Richman Sow Farm Site and stated that the Wayne County Supervisors gave it a total score of 410 which is failing. A score of 440 is needed for a passing score. After considering the proximity of the site to Wolf Creek, the supervisors lowered the score for this question from 50 points to 30 points. They also had concerns about the composting building and changed the scoring for this to 0. The reason was for this score was no filter for order control. Dotts stated that all members of the Board had originally scored the matrix at 440, but the two concerns lowered the score to 410.
A representative from Iowa Select Farms asked if Wolf Creek is a major water source. Several area residents spoke up to say that the area does flood and then that water goes to Rathbun.
The DNR will now need to review the 2 items in question before this project can continue.
Kester made the motion with a second by Sellers to change the scoring on the Richman Sow Site Matrix to 410 with a vote of opposition for the project to be built in this area.
Kester stated that we haven’t changed our mind and we continue to support the area residents. Sellers told area residents he wanted to thank them for being involved and that it shows the spirit of the community.

Kester made a motion with a second by Sellers to adjourn.
