Board of Supervisors Meeting – July 11, 2016

July 11, 2016

A meeting of the Wayne County Board of Supervisors was held on the 11th day of July 2016, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice of meeting subject to Iowa Code Section 21.4.  The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.

Unless otherwise noted, all motion were approved unanimously.

Sellers made the motion, Dotts seconded to approve the Agenda.

Dotts made the motion, seconded by Sellers to approve the minutes of the June 30, 2016, meeting.

Dotts made the motion, seconded by Sellers to approve the claims as submitted.

Bill Byrns, EMC/E911, was present and reviewed the fire alarm system stating that after hours the alarm would go to the Law Center call system, Alan Fry and himself, with the Board noting that each of them wanted to be placed on the list along with the Custodian.  Byrns also updated the Board in regards to his duties relating to Ragbrai.

Sue Ruble, County Auditor, stated that she had visited with Wolf, the County Engineer, in regards to putting up school signs along S40, for the new Amish School located south of Sewal, also noting that there should be signs at all locations of the Amish Schools, the Board noted that it could be done and Wolf noted he would get them ordered and placed.

Trevor Wolf, County Engineer, was present and reviewed with the Board various projects and an Agreement with Denco of Mingo, Iowa, for the pavement patching project #FM-CO93(80)-55-93 in the amount of $171,371.30 for approval and signature.  Sellers made the motion, seconded by Dotts to approve and sign.

Wolf also presented the Board with bids for two new pickup as follows;

Bob Brown Chevrolet – 2016 Chevrolet 1500 Silverado, Regular Cab     $31,690.00

2016 Chevrolet 1500 Silverado, Double Cab       $32,296.00

Bob Brown Buick GMC – 2016 GMC Sierra 1500                                     $32,800.00

Dotts made the motion, seconded by Sellers to purchase two (2) 2016 Chevrolet 1500 Silverados at a cost of $32,296.00 each.

Mr. Wolf also stated that with Ragbrai traveling through on J22, that they were going to hire someone to do the necessary pavement patching that was not included in the above approved contract.

Representatives from Chariton Valley Planning were present and reviewed various requirement in regards to the Hazard Mitigation Plan and Contract.  Noting that the only communities that have completed the forms were Allerton and Clio, and that Wayne Community Schools has showed an interest in participating in the plan.  It was noted that if the communities, including fire departments, school districts or the hospital that were not part of the plan and had losses that would relate to payment from FEMA Funds they would not be able to collect any of those funds and that they would have to stand the cost.  The Board noted that they would work with them and Bill Byrns to get the others all involved.  Chariton Valley noted they would hold extra meetings to help guide them through the process.  Dotts made the motion, seconded by Sellers to approve and sign the contract. Kester noting that they would retain the contract in their office.

It was noted that Tim Swan position at the Sheriff’s Department had gone from full-time to part-time effective July 29, 2016.

The monthly reports of Angie Horton, County Recorder and Keith Davis, County Sheriff were approved and filed.

The quarterly report of Angie Horton, was approved and filed.

There being no further business the Board recessed until July 20, 2016, for discussion purposes, noting that the next regular scheduled meeting to be held on the 25th day of July 2016.
