Board of Supervisors Meeting – September 5, 2017

A meeting of the Wayne County Board of Supervisors was held on the 5th day of September , 2017, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.

Kester made the motion seconded by Sellers to approve the Agenda with the addition of the 28E agreement with Southern Iowa Area Crime Commission.

The Board discussed appealing the decision from the DNR on the hog confinement in Richman Township. Dotts and Kester had attended a meeting in Derby where 118 people met to hear more information from Chuck Gipp, Iowa DNR. Sellers also had a meeting with Gipp. Sellers stated that the Master Matrix began in 2002-2003 and needs to be updated. In its present state, Supervisors have no input. Sellers suggested they appeal the decision to give more credence to make new recommendation to the legislature. Kester is concerned about pumping out of the aquifer for 2 facilities. Senator Sinclair was in attendance at the meeting and will check into past work from Richard Arnold on double containment for hog confinements in the Rathbun Watershed. County Attorney Alan Wilson was also in attendance and will file the appeal before the deadline. He told the Board he needs their list of concerns about the proposed hog confinement. After much discussion Sellers made the motion with a second by Kester to demand a hearing for the Richman Sow site facility.

Sheriff Keith Davis was present to discuss the 28E Agreement between Wayne County and the Southern Iowa Area Crime Commission. Kester made the motion with a second by Sellers to accept the 28E Agreement between Wayne County and the Southern Iowa Area Crime Commission.

The Board went into closed session at 10:05 to discuss a personnel issue. Sellers made a motion with a second by Kester to go out of closed session at 10:25.
Kester made the motion to adjourn the meeting with a second by Sellers at 10:30 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 15th day of September at 9:00 AM.
