Board of Supervisors Meeting – December 12, 2016

A meeting of the Wayne County Board of Supervisors was held on the 12th day of December 2016, in the Board Room of the Wayne County Courthouse, Corydon, Iowa. Meeting was not pursuant to notice of meeting subject to Iowa Code Section 21.4.  The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.

Unless otherwise noted, all motions were approved unanimously.

Sellers made the motion, seconded by Dotts to approve the Agenda.

Dotts made the motion, seconded by Sellers to approve the minutes of the November 28, 2016, meeting.

Sellers made the motion, seconded by Dotts to approve the claims as submitted.

The Board conducted the Official Canvass for the Special Elections held on the 6th day of December 2016, and reported the following:

Indian Hills Community College Public Measure “A”

Yes        270 votes                  No   304 votes

Seymour Community School District Public Measure “B”

Yes       350 votes                  No     163 votes

Sellers made the motion, seconded by Dotts to approve and adopt the Official Canvass as reported above.

Bill Byrns, EMC/911, was present and noted that the Board should take action or respond to the recommendation form the ICAP Audit, as presented in August 2016.  Sellers made the motion, seconded by Dotts to purchase 7 lighted exit signs and three 2-sided fire extinguisher signs.

Trevor Wolf, County Engineer, was present and updated the Board on bridge work.  Wolf presented the Board with Resolution 12-12-2016, a resolution setting a public hearing on December 28, 2016, at 10:30 AM, in regards to the Genoa Road. Sellers made the motion, seconded by Dotts to approve the resolution setting the public hearing.

Wolf also informed the Board that the bridge deck in Section 10, north of Promise City, would have to be replaced and that he was requesting approval to hire Calhoun-Burns to draw up the design at a cost of $1490.00.  Sellers made the motion, seconded by Dotts to approve the request.

Sellers made the motion, seconded by Dotts to open the Public Hearing for the reclassification of 200th St in Monroe Township.  Also present were Wolf and Vernon Mullet.  The Board noted that there were no oral or written comments received.  Dotts made the motion, seconded by Sellers to close the public hearing.  Dotts made the motion, seconded by Sellers to proceed with the project, with the reclassification of the road after the work was completed, and that the Engineer’s Office would handle the statements for reimbursement from the landowners.

The monthly reports of the Clerk of Court; Angie Horton County Recorder and Keith Davis, County Sheriff, was approved and filed.

There being no further business that Board recessed until the next regular meeting to be held on the 28th day of December, 2016
