March 12, 2018
A meeting of the Wayne County Board of Supervisors was held on the 12th day of March, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance
Sellers made the motion seconded by Kester to approve the Agenda including the Public Hearing for the Fiscal Year 19 Budget at 9:00 AM.
Kester made the motion seconded by Sellers to approve the minutes of the Feb. 26, 2018 meeting.
Sellers made the motion with a 2nd by Kester to approve the claims.
Sellers made the motion with a 2nd by Kester to start the Public Hearing on the Budget at 9:00 AM. After receiving no oral or written objections to the budget, Kester made the motion with a 2nd by Sellers to close the Public Hearing. Sellers made a motion to approve the Fiscal Year 19 budget with a 2nd by Kester.
Bill Byrns – EMC/E911 addressed the Board to discuss a recent training he and Denise Becker had attended concerning Salamander training. Salamander provides emergency managers with the tools to track volunteers in emergencies such as the Seymour tornado. Funding for this project comes from grant funds.
Bids for the New Venture Group Home were again tabled until the Board gets an opinion from County Attorney, Alan Wilson.
Jack Reed was present to discuss negotiation plans for the fall as well as the need to update job descriptions due to changes in the law.
Bonnie Friend, Conservation Board Executive Director, presented Resolution 03-01-18 to the Board changing the name of an account for conservation donations as well as moving $2035 into the newly named Conservation Donations account. Sellers made a motion to approve Resolution 03-01-18 with a 2nd by Kester.
Mendy Middlebrook, CPC General Relief Director, presented the Board with an updated CROSS Region 28-E. Sellers made the motion with a 2nd by Kester to approve the 28-E CROSS region agreement.
Trevor Wolf, County Engineer, discussed completion of the bridge on the county line as well as delivery of bridge spans. He discussed dates for the roads department to change to four 10 hour days. 10 hour days will start on April 30th and end on Sept. 28th. Wolf also discussed the bridge that needs to be replaced by the Humeston Golf Course. Kester made a motion to repair the bridge and that the City of Humeston will repay the County for this work. Sellers seconded the motion.
Kester made a motion to give the Pioneer Cemetery Committee $1700 for a new fence at Dodrill Cemetery.
Steve Preader from Iowa Public Employers Pool was present to discuss insurance options with the Board. He will get some more information that was requested by the Supervisors to try to keep costs as low as possible for the upcoming year.
Kester made the motion with 2nd by Dotts to adjourn at 11:05 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 26th day of March, 2018.
