Board of Supervisors Meeting – March 26, 2018

A meeting of the Wayne County Board of Supervisors was held on the 26th day of March, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance
Kester made the motion seconded by Sellers to approve the Agenda with the addition of the SIDCA agreement.
Sellers made the motion seconded by Kester to approve the minutes of the March 12, 2018 meeting.
Sellers made the motion with a 2nd by Kester to approve the claims.
Bill Byrns, Emergency Management Coordinator, addressed the Board to discuss the status of the flood plain resolution and application. Byrns stated that radios are now programmed to give better communication in the county and plans are in place to install a generator south of town.
Kester made a motion with a second by Dotts to approve the proposed SIDCA project at the Walker Branch for sediment control of 11,000 acres.
Bids were discussed on the New Venture Group Home to repair the south wall of the building. Kester made a motion with a 2nd by Sellers to approve the bid from Iowa Foundation Repair in Winterset for $29,200.
The Board discussed the status of the claim from Prairie Trails Museum for just under $6000. After some discussion, Kester made a motion to table this matter until the next meeting. Sellers seconded the motion.
Trevor Wolf, Wayne County Engineer, addressed the Board to discuss current projects, the secondary roads budget and the 5 year program. Sellers made a motion with a second by Kester to approve the Secondary Roads Budget and the 5 year program.
Joella Perry, Veterans’ Affairs, informed the Board of the Open House for Veterans as well as the Outreach Dinner. Kester made a motion with a 2nd by Sellers for Perry to put up a sign in the courthouse elevator displaying the location of offices.
Dale Kline and Jackie Greenlee addressed the Board stating their concerns about the condition of Road S26 north of Allerton. Engineer, Trevor Wolf, discussed plans for possible repairs.
Ryan Poots discussed the options for Wayne County continuing with Pictometry and gave a presentation to the Board. Sellers asked that this be placed on the agenda on April 9th.
Sellers made the motion with 2nd by Dotts to adjourn at 10:45 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 9th day of April, 2018.
