Board of Supervisors Meeting – April 24, 2018

A meeting of the Wayne County Board of Supervisors was held on the 24th day of April, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts and Duffy Kester members of the Board of Supervisors. Board member, John Sellers, was absent.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance
Kester made the motion seconded by Dotts to approve the Agenda.
Kester made the motion seconded by Dotts to approve the minutes of the April 9, 2018 meeting.
Kester made the motion with a 2nd by Dotts to approve the claims.
Bill Byrns addressed the Board to discuss a Resolution and application pertaining to the flood plain. Byrns also discussed a white substance on the railroad tracks which turned out to be milk of magnesia. Seymour Fire Chief, Ross Merritt, and family lost their home to fire over the weekend. Supervisor Dotts acknowledged Jerry Fetters who stepped up to offer the family a house to live in. Kester made the motion to approve Resolution 04-03-18 and the application for flood plain areas in Wayne County. Dotts seconded the motion.
County Engineer, Trevor Wolf, offered his official letter of resignation to the Board of Supervisors. Wolf has taken a position in Taylor County with his last day in Wayne County being May 18th. Wolf and the Board discussed that a licensed engineer would be needed to sign paperwork if someone is not hired when he leaves. He also expressed his willingness to help with interviews of prospective candidates for the position. The bridge project in Humeston is completed. A motion was made by Kester with a 2nd by Dotts to approve 2 contracts for box culverts – FM-CO93(65) – 55-93 and FM-CO93(86) – 55-93. Kester made a motion to approve Resolution 04-02-18 for a public hearing for a road closure on 45th St. to be held on May 7th at 9:00 AM. Kester made a motion with a 2nd by Dotts for a pay increase of 3.5% for the office staff in the Engineer’s office.
Dan Coffey addressed the Board to discuss the work being completed by Coddington. New pipe and a clean-out has replaced the old broken pipe in the courtyard on the north side of the Courthouse. Coffey also stated that he will get a quote on tilling and seeding for that area. Coffey also discussed spraying for broad leaves in the spring, crab grass in the summer, and fertilizer in the fall. The cost for each application would be $500.
Joella Perry, Veterans’ Affairs, discussed the need to create a fund for Veteran donations and the Resolution needed to create that fund. Perry also told the Board that there were 64 in attendance at Veterans’ luncheon with a speaker from the Iowa Dept. of Veterans’ Affairs. Perry estimated that there were 80-100 people who attended her Open House in her new office in the courthouse and over 100 people have now applied for benefits. Kester made the motion with a 2nd by Dotts to approve Resolution 04-04-18 that would create a fund for donations for Veterans.
Kester made the motion with 2nd by Dotts to adjourn at 10:05 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 7th day of May, 2018.
