Board of Supervisors Meeting – May 22, 2018

A meeting of the Wayne County Board of Supervisors was held on the 22nd day of May, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Pledge of Allegiance.
Unless otherwise noted, all motions were approved unanimously.
Kester made the motion seconded by Sellers to approve the Agenda with the addition of the Budget Amendment and Prairie Trails Fitness Center.
Sellers made the motion seconded by Kester to approve the minutes of the May 7, 2018 meeting.
Kester made the motion with a 2nd by Sellers to approve the claims.
Bill Byrns – EMC/E911 presented the Flood Plain Ordinance to the Board for the 1st reading. Sellers made the motion with a 2nd by Sellers to approve the 1st reading of the Wayne County Flood Plain Ordinance. Sellers made a motion with a 2nd by Kester to waive the 2nd and 3rd readings of the Ordinance.
Kester made a motion with a 2nd by Sellers to approve Resolution 05-03-18 – A resolution regarding Fund 0013 for profits from the Commissary at the Wayne County Sheriff’s Office.
Kester made a motion with a 2nd by Sellers to approve Resolution 05-06-18 for Gary A. Bishop, License # 11056, to work two half days per week as an interim engineer for Wayne County until a replacement can be found for Trevor Wolf. A salary of $3200 per month was agreed upon by Bishop and the Board of Supervisors.
Sellers made the motion with a 2nd by Kester to approve Resolution 05-02-18 – A resolution to establish a deferred compensation plan for Wayne County employees.
Kester made a motion with a 2nd by Sellers to approve Resolution 05-04-18 to vacate 1 ½ miles of 45th St. A public hearing was held on this matter approximately 2 weeks ago and there were no objections.
Sellers made a motion with a 2nd by Kester to vacate 660 ft of 210th St. The public hearing for this closure was held on May 21st with no objections.
Dan Carpenter, Secondary Roads, discussed the road work and closure on 110th between Payton and Raccoon.
Sellers made a motion to approve the Budget Amendment with 2nd by Kester.
Sellers discussed the need to rescind his motion that was made at an earlier board meeting concerning a donation to the Prairie Trails Fitness Center. Sellers then made a motion with a 2nd by Kester to pay the corporate sponsor rate to Prairie Trails Fitness Center in the amount of $5425.
Kester brought up some concerns with campaign signs in the right of way. He also discussed a complaint about a prepare-to-stop sign. Kester also brought up concerns about liability for personal use of vehicles by Public Health and 28E Agreements with cities concerning the lakes.
Sellers made the motion to adjourn the meeting with a second by Kester at 10:33 AM.

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 4th day of June, 2018.
