Board of Supervisors Meeting – July 30, 2018

A meeting of the Wayne County Board of Supervisors was held on the 30th day of July, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.

Sellers made the motion seconded by Kester to approve the Agenda with the following additions:
Notice to County Farm
MDL Insurance
Contract with Access Systems

Sellers made the motion seconded by Kester to approve the minutes of the July 16, 2018 meeting.
Kester made the motion with a 2nd by Sellers to approve the claims.
Representatives from MDL were present to answer questions concerning Workmen’s Comp. Insurance. Kester was concerned about the county’s liability when people use their own vehicle while on the job. It was explained that the owner’s insurance would cover should an accident occur and county insurance would cover the county if needed. Denice Gradeless questioned the increase of $8000 in premiums for the roads department. Many questions were left unanswered and Willene White will be working with the county for answers.
Gary Henderson from Corydon Old Settlers discussed the closure of the south parking lot after working hours on Wednesday, August 8th, to set up for Old Settlers.
Sellers made a motion with a 2nd by Kester contact Alan Wilson to serve notice to the tenant of the County Farm with paperwork delivered by the Wayne County Sheriff’s Department. The Board will also check with Alan Wilson to CC the information to Verle Norris.
Tammy Clark, Wayne County Auditor, discussed the 7400 account. Kester made a motion with a 2nd by Sellers to move the money from the 7400 account to the partially self-funded account.
Michael Boonyakiti from Liberty National addressed the Board on the advantages of Liberty National. He will be in contact with Tammy Clark to schedule some meetings with employees.
Lillian Frizzell and Virginia Ireland were present to discuss the financial concerns of the Corydon Meal Site. Kester told Frizzell and Ireland that a total of $11,000 has been allocated to the help the Corydon and Lineville Meal Sites.
Dan Carpenter and Gary Bishop gave updates on secondary roads projects. Dotts discussed the employment contract with Jeff Skalberg. Skalberg will begin employment with Wayne County on Aug, 20, 2018. Gary Bishop has been asked to continue working through September.
Keith Davis asked the Board to have a meeting with the City of Corydon to discuss a contract. This is planned for Aug. 20, 2018. Davis also discussed some damage incurred at the jail that has been turned in to insurance.
The Board discussed the 3 year contract with Access Systems which will end in March of 2020. Wayne County must notify Access Systems by Dec. of 2019 if they want to end the contract. Kim Swearingin discussed the need for two new computers in her office that have been ordered.
Sellers made the motion with a 2nd by Kester at 11:55 AM.

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 13th day of August, 2018.
