Board of Supervisors Meeting – August 27, 2018

A meeting of the Wayne County Board of Supervisors was held on the 27th day of August, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Sellers made the motion seconded by Kester to approve the Agenda with the additions of Bonnie Friend, Dale Clark, and the Auditor’s Office.
Kester made the motion seconded by Sellers to approve the minutes of the Aug. 13th and Aug. 20th meetings.
Kester made the motion with a 2nd by Sellers to approve the claims.
Bonnie Friend, Executive Director, presented an idea to the Board about a display for Wayne County Conservation to be placed in the west entrance to the courthouse. Sellers made a motion to approve the display with a 2nd by Kester.
Dale Clark was present to discuss the work of the county township officials and the duties of the township clerks. Clark agreed that township officials know they will do some volunteer work when they accept the position. The budget for the township officials is $4500 per year. No action was taken.
Kester made a motion with a 2nd by Sellers to accept Resolution 08-03-18, a Resolution pertaining to an agreement with the City of Corydon for police protection.
Denise Becker, President of Chariton Valley Regional Housing Trust Fund, was present to ask for funds for 2019. CVRHTF will be seeking a grant for the 9th year from Iowa Finance Authority to help homeowners in Wayne County with home repairs. Sellers made a motion with a 2nd by Kester to contribute $7500 to Chariton Valley Regional Housing Trust.
Sellers made the motion with a 2nd by Kester to accept the resignation of Tammy Clark on Sept. 28, 2018. Sellers stated that he regrets the resignation.
Jeff Skalberg, Wayne County Engineer, Dan Carpenter, and Gary Bishop were present to discuss work by secondary roads. The engineering crew also discussed the status of a maintainer and truck that needed repairs. Secondary road workers will start on two box culverts after Labor Day.
Michelle Dooley, Deputy Auditor, discussed how her office will handle withholding for 457 plans for employees who have signed up for that program. It was agreed that funds will be withheld 26 times per year and she would discuss the ACH debit with Treasurer, Kim Swearingin. Dooley also had a question as to whether the Board wanted her to be the PERB contact for Wayne County due to the fact that her husband is an employee of secondary roads. Sellers made a motion with a 2nd by Kester to appoint Michelle Dooley as the PERB representative for Wayne County. Dooley will discuss with Jack Reed to make sure that there is no conflict of interest.
Sellers made the motion to adjourn the meeting with a second by Dotts at 10:15 AM.

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 10th day of September, 2018.
