Board of Supervisors Meeting – September 10, 2018

A meeting of the Wayne County Board of Supervisors was held on the 10th day of September, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance
Kester the motion seconded by Sellers to approve the Agenda with the addition of the swearing in of Brennan Banks and Joella Perry, Veterans’ Affairs.
Kester made the motion seconded by Sellers to approve the minutes of the August 27, 2018 meeting.
Sellers made the motion with a 2nd by Kester to approve the claims.
Chairman of the Board, Dave Dotts, swore in the first female deputy of Wayne County, Brennan Banks.
Joella Perry addressed the Board to discuss the activities she had participated in this past summer. Starting September 1, 2018 Perry’s days in the courthouse changed to Monday – Thursday.
Bill Byrns, EMC/E911, discussed that the flooding from recent rains did not meet guidelines to qualify for FEMA assistance.
Bonnie Friend, WCCB, and Randy Taylor were present to discuss a donation from the Taylor family that would provide new playground equipment for Bob White State Park. Friend and Taylor asked for assistance from the County to get the site ready. Sellers made a motion with a 2nd by Kester to allow the County to assist in site readiness.
Kim Swearingin, Treasurer, was present to get the Board’s approval of tax abatements for the cities of Humeston and Allerton. Kester made the motion to abate present taxes and any future taxes on Parcels #01150E351021 and #01150E313002 in Humeston. Sellers made the motion with a 2nd by Kester to abate present taxes and any future taxes on Parcel #100E02200008 in Allerton. Swearingin also presented a letter to add Peoples Bank to the Depository Resolution. Kester made the motion with a 2nd by Sellers to add Peoples Bank to the Depository Resolution for the amount of $1,000,000.00
County Engineer, Jeff Skalberg, was present to discuss three resolutions and updates for the secondary road department. Kester made the motion with a 2nd by Sellers to approve Resolution 09-01-18 a Resolution for a road vacation on Fillmore between 140th and 150th with a Public Hearing set for September 24th at 10:00 AM. Sellers made the motion with a 2nd by Kester to approve Resolution 09-02-18 a Resolution for Temporary Road Closure (Vale Road for Project FM-CO93(65)—55-93). Kester made the motion with a 2nd by Dotts to approve Resolution 09-03-18 – a Resolution for Temporary Road Closure (170th St. for Project FM-CO93(86)—55-93). Skalberg also discussed 3 roads that flooded due to the recent rains – 45th at Fillmore, 55th & Davis, and Kirkwood & 80th. He anticipated 55th & Davis as well as Kirkwood & 80th to be open by the end of the day on Sept. 10th.
The Board discussed how to fill the vacancy that will occur when Auditor, Tammy Clark’s resignation becomes effective on Sept. 28, 2018. Sellers made the motion with a 2nd by Dotts to publish in the newspaper their intent to appoint a replacement. Kester made a motion with a 2nd by Dotts to place an ad in the newspaper for applications for the auditor’s position. Deadline for applications will be Sept. 24th at 9:00 AM.
In public comments, Kester discussed that the Board needed to share the information from the meetings they attend at each scheduled BOS meeting. Kester made a motion with a 2nd by Sellers to add meeting updates as an item on the agenda.
Kester made the motion to adjourn the meeting with a second by Sellers at 10:00 AM .

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 24th day of September, 2018.
