Board of Supervisors Meeting – November 5, 2018

A meeting of the Wayne County Board of Supervisors was held on the 5th day of November, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Supervisor Sellers voted to go into closed session at 8:45 AM to discuss union contract negotiations under IA Code 20.17(3). Kester seconded the motion. Kester voted to go end the close session and go to an open meeting at 9:15 AM. Sellers seconded the motion.
Kester made the motion seconded by Sellers to approve the Agenda.
Jack Reed discussed the different options that the county could use for the Family Medical Leave Act (FMLA). At the present time, the county uses the rolling year method. After discussing the options, Sellers made the motion with a 2nd by Kester to change the way FMLA days are figured to the 12 month forward beginning on Jan. 1, 2019.
Jeff Skalberg, County Engineer, was present to make updates on secondary roads. Skalberg expressed concern about the 55+ culverts installed in a period of a few years that may need attention. Workers are starting to cut shoulders and reclaiming rock on pavements. Skalberg presented an agreement between the DOT and the county to pave 50 ft on the along Highway 2 when it is repaved in 2019. Sellers made a motion with a 2nd by Kester to approve the agreement with the DOT for the paving project from west of Corydon to the Appanoose County line.
Kester made a motion with a 2nd by Sellers to move the responsibilities for Title VI and OSHA to the Auditor’s office.
Kester made the motion seconded by Sellers to approve the minutes of the October 22, 2018 meeting.
Kester made the motion with a 2nd by Sellers to approve the claims.
Kim Swearingin, County Treasurer, was present to ask for the suspension of tax for parcel 01150E365009. Sellers made the motion with a 2nd by Kester to suspend the taxes of $128 for FY 2019 for the above stated parcel.
Michelle Dooley, County Auditor, discussed the Cash Report. Kester made a motion with a 2nd by Sellers to approve the Cash Report. Dooley also discussed the agreement for the phone system. She has sent it to County Attorney, Alan Wilson, for review.
Supervisor Dotts attended the Chariton Valley Planning and Development meeting, an Economic Development meeting in Albia and a Housing Committee meeting.
Supervisor Kester attended a Milestone meeting. Kester discussed the quarterly payments that the county is sending to mealsites to keep them going.
Supervisor Sellers attend a 10-15 transit meeting where they discussed new busses and exploring ways to serve veterans. Sellers also attended a SCICAP meeting as well as the Southern Iowa Response Group meeting.
Sellers made the motion to adjourn the meeting with a second by Kester at 11:15 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 19th day of November, 2018.
