Board of Supervisors Meeting – December 3, 2018

A meeting of the Wayne County Board of Supervisors was held on the 3rd day of December, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Kester made the motion with a 2nd by Sellers to go to closed session according to Iowa Code 20.17(3) at 8:50 AM. At 9:00 AM Kester made a motion with a 2nd by Sellers to end the closed session.
Chairman Dotts called the meeting to order at 9:00 AM.
Pledge of Allegiance
Sellers made the motion seconded by Kester to approve the Agenda.
Kester made the motion seconded by Kester to approve the minutes of the Nov. 19th meeting.
Sellers made the motion with a 2nd by Kester to approve the claims.
Bill Byrns – EMC/E911 addressed the Board to discuss two important meetings that could benefit rural communities and their emergency operation plans.
Jeff Skalberg – County Engineer gave updates on the recent snow removal where 99% of the roads were cleared in 3 days. Skalberg reported that the box culvert on 170th is open with another 2 weeks before Vale will be opened weather permitting. Skalberg will be attending the Engineer’s Conference on Dec. 11th – 13th. Signatures were required for the following:

FM CO93(91) Box culvert on Edison
Resolution 12-2-18 Temporary Road Closure of Edison

Right of Way Purchase Contract – Robert and Laurie Pearson
Right of Way Purchase Contract – Taylor Banks
Right of Way Purchase Contract – Vernon and Kathryn Yoder

Dotts discussed the need to keep hauling rock so that the roads don’t get too soft.
Supervisors meetings – Kester attended Wayne County Emergency Management. Kester discussed the state grant to cover most of his salary and another grant for $1000. Kester also stated the newly appointed mayor of Corydon attended the meeting and expressed an interest in working with Wayne County.
Denise Becker has decided to continue employment with the county to work on some projects that have already begun.
Auditor, Michelle Dooley, discussed the need for a 3rd person in the auditor’s office. Dooley also informed the Board that school and city elections will be held on the same date beginning in November of 2019 from 7:00 AM to 8:00 PM. Machine tabulators will be used.
Sellers made a motion with a 2nd by Kester to adjourn at 9:55 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 17th day of December 2018.
