Board of Supervisors Meeting – December 31, 2018

A meeting of the Wayne County Board of Supervisors was held on the 31st day of December , 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance
Sellers made the motion seconded by Kester to approve the Agenda.
Sellers made the motion seconded by Kester to approve the minutes of the Dec. 17, 2018 meeting.
Kester made the motion with a 2nd by Sellers to approve the claims.
Dan Carpenter, Secondary Roads, gave updates on the work completed on 150th and 45th. Carpenter stated that three projects will be placed on hold until the County gets an engineer or an interim engineer that can sign off on projects. The County will be advertising for a replacement.
At 9:22 AM Kester made the motion to go into closed session to discuss union contract negotiations according to IA Code 20.17(3). Sellers seconded the motion. Kester made the motion to return to open session with a second by Sellers at 10:15 AM.
Jack Reed revisited the topic of FMLA to clarify the 12 month period that was changed to a 12 month forward period in a previous meeting. After discussion of how vacation and sick time could be used, no additional action was taken.
Updates on meetings attended by Supervisors – Sellers attended 10-15 Transit and SIDCA. 10-15 Transit wants more people in the western region of their area to use their services and SIDCA is on the Governor’s budget for the first time in 4 years.
Kester attended Public Health and expressed concerns about its viability. Kester also attended Milestones and also has concerns with the future of this entity.
Dotts attended Chariton Valley Planning and Development and a Transportation meeting where both gave updates.
A monthly report from Auditor, Angie Horton, was approved.
Dotts gave a huge Thank You to John Sellers for his work as a member of the Board of Supervisors. Sellers will continue to serve the citizens with his work on two boards in the County.
Sellers made the motion to adjourn the meeting with a second by Kester at 11:10 AM.

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 2nd day of January 2019.
