Board of Supervisors Meeting – January 14, 2019

A meeting of the Wayne County Board of Supervisors was held on the 14th day of January, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were Duffy Kester, David Dotts, Tom Swearingin, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin made the motion seconded by Dotts to approve the Agenda.
Dotts made the motion seconded by Swearingin to approve the minutes of the Dec. 31, 2018 and January 2, 2019 meeting.
Dotts made the motion with a 2nd by Swearingin to approve the claims.
Alan Wilson, County Attorney, was sworn in to his four year term of office by Chairperson Kester.
Bill Byrns was present to discuss graffiti at the tower south of town. The Wayne County Sheriff’s office is working on the situation.
Dan Carpenter was present to give updates on work in the secondary roads department. Dotts made the motion with a second by Swearingin to accept Resolution 01-13-19, a Resolution for Gary Bishop to be the acting engineer in Wayne County.
Dotts made a motion at 9:14 AM with a 2nd by Swearingin to go into closed session to discuss union contract negotiations IA Code 20.17(3). Dotts made a motion with a 2nd by Swearingin to end the closed session and return to open session.
Michelle Dooley presented the Compensation Board recommendation of a 3.6% raise for elected officials. Swearingin made a motion with a 2nd by Dotts to approve Resolution 01—08-19, the Resolution for the Compensation Board recommendation. Kester stated that the supervisors were thankful for the 3.6% raise. Swearingin made a motion with a 2nd by Dotts to approve the AFR-GAAP Basis which is an accrual report.
It was recommended by Kester that Dr. Joel Wells be appointed to a 4 year term on the Public Health Board. Swearingin made the motion with a 2nd by Dotts to approve the appointment of Dr. Wells to the Public Health Board.
With the resignation of Claude Neil as a Civil Service Commissioner, it was suggested that John Sellers be appointed to a 6 year term. Dotts made the motion with a 2nd by Swearingin to appoint John Sellers as Civil Service Commissioner.
Dotts made a motion with a 2nd by Swearingin to approve the semi-annual report from Treasurer, Kim Swearingin.
Swearingin made the motion with a 2nd by Dotts to approve the December cash and outstanding report from Treasurer, Kim Swearingin.
Dotts made the motion with a 2nd by Swearingin to approve the December and Quarterly Report from Recorder, Angie Horton.
Swearingin made the motion with a 2nd by Dotts to approve the December Report from Sheirff, Keith Davis.
Swearingin made the motion with a 2nd by Dotts to approve the December Report from the Clerk of Court.
Supervisors’ Meetings –
Dotts attended the Workforce Dev. Meeting at IHCC on 1-8-19. They are planning workshops to provide area businesses with competent workers. On 1-9-19 Dotts attended the Landfill meeting. An attorney was presented and helped to clarify garbage pickup in Corydon. Garbage picked up in Corydon must go to the Mahaska County area landfill.
Swearingin and Kester had no meetings to report on at this time.
There was discussion of new officers’ training.
Dotts made the motion to adjourn the meeting with a second by Swearingin at 10:15 AM.
