A meeting of the Wayne County Board of Supervisors was held on the 4th day of February , 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were Duffy Kester, David Dotts, Tom Swearingin, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin made the motion seconded by Dotts to approve the Agenda with the addition of (1) Comp. time for secondary roads and (2) Days off due to weather related closing.
Jack Reed was present to discuss negotiations with secondary roads. Swearingin made the motion with a 2nd by Dotts to approve the Union Contract as negotiated consisting of a two year contract with a 2.5% wage increase each year.
Dan Carpenter and Chad Peck were also present to discuss the comp time policy for the secondary road workers. Swearingin made the following motion with a 2nd by Dotts – In lieu of the Secondary Roads Union Contract, the Wayne County Board of Supervisors will agree to a department policy for comp time effective Jan. 20, 2019 at a cap of 60 hours.
There was also discussion of plans to interview a candidate for the engineer position. Carpenter stated that according to the DOT, the county must have a fulltime engineer.
The winter weather has caused some closings and delays at the Wayne County Courthouse. The Board discussed compensation for employees who work for the County in capacities other than at the Courthouse. Swearingin made a motion with a 2nd by Dotts to compensate those County employees who had to work the 14 hours that the Courthouse was closed at 1:1 pay for hours worked. Kester made a motion with a 2nd by Swearingin to pay Dan Coffey for hours worked during the closings.
Swearingin made the motion to adjourn the meeting with a second by Dotts at 10:00 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 11th day of February 2019.
