Feb. 11, 2019
A meeting of the Wayne County Board of Supervisors was held on the 11th day of February, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were Duffy Kester, David Dotts, Tom Swearingin, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin made the motion to adopt the agenda with a 2nd by Dotts.
Swearingin made the motion to approve the minutes from Jan. 28, 2019 and Feb. 4, 2019 with a 2nd by Dotts.
Dotts made the motion to approve the claims with a 2nd by Swearingin.
Swearingin made the motion to approve the payroll with a 2nd by Dotts.
Bill Byrns – EMC/E911 was present to discuss the approval of the flood plain application from FEMA for Wayne County. This process has spanned over a year, but is now completed.
Lance Lange appeared before the Board on behalf of the Wayne County Fair to discuss purchasing approximately 3.17 acres from the Wayne Community School District. This would allow the campground to be moved for other future expansions at the fair. Supervisors have been working on budgets and asked for Lange to be placed on the April 8th agenda to discuss this purchase.
Dan Carpenter and Gary Bishop were present to give updates on secondary roads. Carpenter stated that the County still has 800+ tons of sand left. Wayne County will be having a Title VI audit on March 11th. Bishop stated that it is a help audit. Jeff Boyce is continuing to work on projects that will be ready when the County hires a new engineer. There is one interview later in the week. The office is exploring options for a new copier.
Kim Swearingin, Treasurer, was present to discuss Parcel 12130E361008. Ronald Bain is interested in this parcel at 223 E. Main in Seymour, IA. Dotts made the motion with a second by Swearingin to assign Parcel 12130E361008 to Ronald Bain at a cost of $100 plus fees of $59.42 and an assignment fee of $10 for a total of $169.42. All other prior taxes on the property will be abated.
Treasurer Swearingin discussed the need to increase the amount that can be deposited in Peoples Bank from $1,000,000 to $5,000,000. Dotts made the motion with a second by Swearingin to approve Resolution 02-11-19 that will replace Resolution 09-04-18 and change the amount for deposits of Peoples Bank from $1,000,000 to $5,000,000.
Chairperson Kester gave the oath of office to Tiena Lewis and Abby Freeman for the position of Deputy Auditor. Lewis and Freeman will both be working 32 hours.
Brandon Carpenter, Assessor, presented 16 new rural tax abatements to the Board. Dotts made the motion with a 2nd by Swearingin to approve the 16 new rural tax abatements.
Dotts made the motion with a 2nd by Swearingin to approve the monthly report of Recorder, Angie Horton.
Dotts made the motion with a 2nd by Swearingin to approve the monthly report of Sheriff, Keith Davis.
Supervisors meetings – Kester discussed Public Health. An ad has been placed to hire an administrator for Public Health. Funding has been cut by $45,000 to $135,000 for Public Health. Kester had contacted Lucas County and they have decertified.
Swearingin made the motion to adjourn the meeting with a second by Dotts at 10:10 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 25th day of February 2019.
