Board of Supervisors Meeting – February 25, 2019

A meeting of the Wayne County Board of Supervisors was held on the 25th day of February 25, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were Duffy Kester, David Dotts, Tom Swearingin, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin made the motion with a second by Dotts to adopt the agenda.
Dotts made the motion with a second by Swearingin to approve the minutes from Feb. 11, 2019 and Feb. 14, 2019.
Swearingin made the motion to approve the claims with a 2nd by Dotts.
Dotts made the motion to approve the payroll with a 2nd by Swearingin.
Bill Byrns – EMC/E911 was present to update the Board on a training he had attended concerning railroad emergency response and hazardous materials awareness. Byrns would like to bring the 3 hr class to this area.
Sheriff’s Office employees and Linda Fain were present to discuss Policy 4.3 now in place concerning inclement weather and worksite closing. Mike Lewis stated that #3 is unfair to the people who work in the Sheriff’s Office. It reads – Employees working in any department or facility that is a 24/7 operation will continue to work and will receive their regular pay. Linda Fain wondered why her employees should try to get to work in adverse conditions when courthouse employees don’t have to. Fain also stated that Appanoose and Lucas County courthouses do not close. Swearingin stated that it is up to the department heads how they spend their budget, but if they overspend that is when the Board will have a say. Auditor Dooley also discussed 1:1 time and time and one half.
Dan Carpenter and Interim Engineer, Gary Bishop, were present to discuss updates with secondary roads. Carpenter told the Board that they have been busy plowing snow, and dealing with mud and ice jams. Secondary roads has been hauling some rock when possible. The candidate for County Engineer did a job shadow on Friday, Feb. 22nd. Jack Reed discussed logistics for the candidate and how that could be handled. The Board asked Carpenter if he would be willing to cover on weekends. Carpenter would like to have the plans and procedures spelled out for this. Reed suggested another meeting with the candidate for Engineer. The Title VI Audit is scheduled for Mar. 11th at 1:30 PM.
Bonnie Friend, Executive Director of Wayne County Conservation, discussed the need for a REAP committee. Swearingin made a motion with a 2nd by Dotts for Friend to find out about doubling up of members who serve on more than one board and then to meet with Denise Becker to draft a letter to send to prospective REAP Board members. Friend also discussed the need to change the name of an account and delete another. Dotts made a motion with a 2nd by Swearingin to change the Conservation Trust Fund to Conservation Reserve Fund and delete the Conservation Land Fund.
There was a discussion concerning a CPR class for all County employees. It was suggested that Bill Byrns can check on this.
Dotts made the motion with a 2nd by Swearingin to grant a liquor license to Emerald Hills Event Center.
Swearingin made the motion with a 2nd by Dotts to set up an account for Wayne County to participate in Home Based Iowa for workforce. The Board joins other area businesses who are interested in attracting and retaining veterans and their families in Wayne County.
Swearingin made a motion with a 2nd by Dotts to approve Resolution 02-25-19 GASB 54.
Dotts made the motion with a 2nd by Swearingin to approve the monthly report from the Clerk of Court.
Dotts made the motion with a 2nd by Swearingin to approve the Treasurer’s Cash and Outstanding Report.
Supervisors meetings – Swearingin attend WCCB. Friend has a bid from Terry Jones for work on the house and a bid for a lawn mower. Swearingin also attended the 911 meeting. Chair is now Brent Snow and Vice is Mike Lewis. Dotts attended his first SIDCA meeting.
Swearingin made the motion to adjourn the meeting with a second by Dotts at 10:30 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 4th day of March 2019 for a Budget Hearing. The next regular meeting will be helod on March 11, 2019.
