Board of Supervisors Meeting – March 25, 2019

A meeting of the Wayne County Board of Supervisors was held on the 25th day of March, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were Duffy Kester, David Dotts, Tom Swearingin, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin made the motion to adopt the agenda with a 2nd by Dotts.
Dotts made the motion to approve the minutes from the March 11th meeting with a 2nd by Swearingin.
Swearingin made the motion to approve the claims with a second by Dotts.
Dotts made the motion to approve payroll with a 2nd by Swearingin.
Kester made the motion to approve the manure management plan presented by Mark Brown. Dotts seconded the motion.
Swearingin made the motion to approve the 2019 Insurance rates. Dotts seconded the motion.
Lance Lange was present to discuss the land purchase from Wayne Community School District of 3 acres for $5000 per acre. The Fair Board and Wayne County need a 28E agreement drafted by Alan Wilson with a lease agreement of rent paid for 50 years and $1 per year. Dan Carpenter will visit with Randy Zerr about surveying the land.
Dan Carpenter and Gary Bishop were present to discuss secondary roads work. Swearingin made the motion with a 2nd by Dotts to approve Resolution 03-03-19 to appoint Randy Zerr as Engineer. Dotts made the motion with a 2nd by Swearingin to approve Resolution 03-04-19 to appoint Dan Carpenter as Title VI Coordinator. Bishop will plan to work until May 1, 2019 as the new engineer transitions, but will finalize dates when Zerr arrives. The roads are improving with 5 rock trucks running to address the worst areas first. Greg Fortune has been named the new tech and weed commissioner. A truck driver job has been posted in the shop and buying 2 motor graders is in the plans for the next fiscal year. Carpenter updated the Board on pending projects.
Meetings attended by Supervisors included: Dotts – Chariton Valley and Proto, Swearingin – Wayne County Conservation – discussion of bids for siding of house and mowers, ISAC – TIF meeting, Kester – Public Health has hired Shelly Bickel for 24 hours per week. Bickel has captured a grant and is making some changes.
Angie Horton, Recorder, addressed the Board to discuss the Eagle program that has been installed and training is completed with a possibility that the project may be under budget. Horton has also been working with new DNR software.
Swearingin made the motion to adjourn the meeting with a second by Dotts at 10:10 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 8th day of April 2019.
