Board of Supervisors Meeting – March 11, 2019

A meeting of the Wayne County Board of Supervisors was held on the 11th day of March, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were Duffy Kester, David Dotts, Tom Swearingin, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Dotts made the motion to adopt the agenda with a second by Swearingin.
Dotts made a motion with a 2nd by Swearingin to go to Closed Session according to Iowa Code 21.5(i) at 9:05 AM.
Swearingin made a motion with a 2nd by Dotts to end the Closed Session at 9:35 AM.
Swearingin made a motion with a 2nd by Dotts to offer a contract to Randy Zerr for the position of County Engineer.
Dotts made the motion with a 2nd by Swearingin to approve the minutes from Feb. 24, 2019 and Mar. 4, 2019.
Dotts made the motion with a 2nd by Swearingin to approve the claims.
Swearingin made a motion with a 2nd by Dotts to approve payroll.
Dan Carpenter and Gary Bishop were present to give updates on secondary roads. Workers have been hauling rock as well as thawing out tubes where ice jams have occurred. The winter weather has caused many potholes and concerns on gravel roads. The condition of the Allerton pavement needs addressed. Swearingin asked if they would hire independents to haul rock if needed.
Dan Coffey was present to discuss on demand water heaters and the need to update electrical for the water heaters. Swearingin made a motion with a 2nd by Dotts to approve the estimate for electrical work totaling $7666.50. Coffey also discussed the future of the ash trees in the courtyard and will reach out to the committee who works on landscaping the courtyard. Dotts made the motion with a 2nd by Swearingin to continue to treat all of the ash trees except for one older tree that needs to be cut down. Coffey also provided the Board with estimates on snow blowers. After hearing of an anticipated hike in the Alliant Energy bill, the Board also discussed checking into solar panels for the courthouse.
Swearingin made the motion with a 2nd by Dotts to approve an additional $20,000 for the Wayne County Home Health Agency F19 Allocation.
The Board discussed the rental of the County Farm. Swearingin stated that a few people had contacted him about renting it, but it will be too late this spring to receive any funding for seeding. Proposals for farming the landing are requested and the BOS will make a decision at the April 8, 2019 board meeting.
Dotts made the motion with a 2nd by Swearingin to approve the monthly Recorder’s report.
Dotts made the motion with a 2nd by Swearingin to approve the monthly Sheriff’s report.
Dotts made the motion with a 2nd by Swearingin to approve the monthly Clerk of Court report.
Dotts made the motion with a 2nd by Swearingin to approve the Treasurer’s Cash and Outstanding report.
Swearingin updated the Board on a meeting with 10:15 transit as well as the Wayne County Fair Kickoff. Dotts also attended the Wayne County Fair Kickoff which had outstanding attendance. Kester discussed Milestones.
Swearingin made the motion to adjourn the meeting with a second by Dotts at 10:50 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 25th day of March 2019.
