Board of Supervisors Meeting – April 22, 2019

A meeting of the Wayne County Board of Supervisors was held on the 22nd day of April, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were Duffy Kester, David Dotts, Tom Swearingin, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin made the motion to adopt the agenda with a 2nd by Dotts.
Dotts made the motion with a 2nd by Swearingin to approve the minutes from the April 8, 2019 meeting.
Swearingin made the motion with a 2nd by Dotts to approve the claims.
Dotts made a motion with a 2nd by Swearingin to approve payroll.
Bill Byrns updated the Board on the route of RAGBRAI that will be traveling through Millerton on the way to Centerville. Byrns shared plans he had discussed with County Engineer Zerr that include using name badges and proper signage on the roads. Byrns will also coordinate plans with the hospital and sheriff’s office.
Dotts made a motion with a 2nd by Swearingin to approve Resolution 03-02-18.
Secondary roads updates included changing S26 from the Farm to Market program to the SWAP program. This will free up Farm to Market funds for other projects. Swearingin made a motion with a 2nd by Dotts to approve the secondary roads budget. Dotts made the motion with a 2nd by Swearingin to approve the secondary roads construction program. Projects on 110th and 70th are nearing completion. Engineer Zerr also explained the steps needed for him to survey land near the fairgrounds. A resolution must be drafted and his bond in place. Zerr plans to bring something to the Board in 2 weeks.
Joella Perry, Veteran’s Affairs, discussed some grant options with the Board. Dotts made a motion with a 2nd by Swearingin to reappoint Terry Snow as commissioner for the term of June 1, 2019 to May 31, 2022. Perry also asked for a correction on the end dates for two commissioners. The end date for LuAnn Argetsinger is May 31, 2021 and for Hubert Staggs is May 31, 2020. Perry also discussed contracting for administrative office staff who would be HIPAA compliant. Dotts made a motion with a 2nd by Swearingin for Perry to post for administrative contractor for 2 weeks in-house and 2 weeks out of work place with hours to be set by the VA Director.
Dotts made the motion to table to farm contract with a 2nd by Swearingin.
Swearingin made a motion with a 2nd by Dotts to let Nationwide to continue making investment decisions for the 450CB.
Swearingin made the motion with a 2nd by Dotts to approve the Recorder’s monthly and quarterly reports.
Swearingin made the motion with a 2nd by Dotts to approve the monthly report from the Clerk of Court.
Swearingin made the motion with a 2nd by Dotts to approve the Treasurer’s Cash and Outstanding Report.
Supervisors’ meetings – Dotts – TAC meeting – discussed county road projects, Dept of Corrections, Transporation Meeting, Kester – Milestones, Public Health – Good things going on and one Board member resigned.
Swearingin made the motion to adjourn the meeting with a second by Dotts at 10:20 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 6th day of May, 2019.
