Board of Supervisors Meeting – July 29, 2019

A meeting of the Wayne County Board of Supervisors was held on the 29th day of July, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Tom Swearingin, and Don Seams members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin adopted the agenda with a second by Seams with the addition of David Rhodes.
Swearingin approved the minutes from the July 15th meeting with a second by Seams.
Swearingin approved the claims with a second by Seams.
Seams approved payroll with a second by Swearingin.
Dave Rhodes, Environmental Health, was present to discuss work that he has been researching on a nuisance abatement ordinance. Rhodes stated that his work is still in the preliminary stages, but he has visited with 4 cities to see if they would like to be involved. Supervisor Swearingin, who also sits on the Board of Health, was aware of the work Rhodes has done so far. Rhodes informed Supervisors Dotts and Seams of his progress. The following people attended the meeting, with some attendees stating their concerns about the county adopting a nuisance ordinance – Corydon Mayor Dennis Moorman, Gary Moorman, Kathy Moorman, Leslie Mason, Cheryl Becker, and Lisa Kent.
Bill Byrns, Emergency Management, informed the Board that he received a notice on July 22nd from the Governor’s Office that Wayne County was added to the disaster declaration issued by President Trump. Byrns will be attending a briefing on July 30th. Byrns also provided updates on RAGBRAI and how one of his Emergency Management colleagues, Tim Richman from Wapello County, had provided CPR until an AED arrived to save a biker. Byrns worked with Engineer, Randy Zerr, and Josh Apple to support bikers as they travelled through Wayne County.
Engineer, Randy Zerr, and Dan Carpenter updated the Board on the following: Two new motor graders have arrived, Zerr and Carpenter will be attending the FEMA briefing. Zerr has been working on the annual report due on 9-15 as well as the GASB report. Zerr is also working on the 1.5 acre purchase of land at the fairgrounds. Engineer, Zerr, also requested that the Board approve contracts on the following 3 projects:
Swearingin made a motion with a 2nd by Seams to approve a contract with McCulley Culverts for RCB twin box culverts on Edison Rd.
Swearingin made a motion with a 2nd by Seams to approve a contract with Cramer and Associates for bridge widening on S56.
Swearingin made a motion with a 2nd by Seams to approve a contract with Denco Highway Cons. Corp. for PCC Patching.
Seams made a motion with a 2nd by Swearingin to approve the following members to the Board of Health – Tom Swearingin, Sandy Hopkins, Susan Gibbs, Dr. Joel Wells, Penny Fetters.
Seams made a motion with a 2nd by Swearingin to approve the following members to the Conservation Board – Tom Swearingin, Mike Lewis, Tom Rockhold, Diane Schroder Olson, Belinda Adkins.
Swearingin made a motion with a 2nd by Seams to approve Dr. Joel Baker for a I yr. term as Medical Examiner.
Supervisor meetings attended:
Swearingin – Conservation – Kenny Banks has been hired as Director and Brittany Snow has accepted the positon left open by Banks. 10-15 Transit – they have the rides for Veterans in place. SIRG – New boat and new truck
Seams – Met with Mendy Middlebrook to discuss Mental Health and will attend meeting.
Dotts – SCICAP – monthly business, 5th Judicial – usual business.
Dotts stated that he thought the County Fair went well. Seams and Swearingin were in agreement.
Swearingin made the motion to adjourn the meeting with a second by Seams.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 12th day of August, 2019.
