Board of Supervisors Meeting – July 15, 2019

A meeting of the Wayne County Board of Supervisors was held on the 15th day of July, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts and Tom Swearingin, members of the Board of Supervisors. Supervisor Don Seams joined by phone.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin adopted the agenda with a second by Seams.
Swearingin approved the minutes from the July 1st meeting with a second by Seams.
Swearingin approved the claims with a second by Dotts. Seams abstained.
Swearingin approved payroll with a second by Dotts. Seams abstained.
John Buttz and Rick Hook were present to discuss use of the south parking lot and the use of courthouse restrooms for the Old Settlers celebration on Aug. 8th – 11th. Swearingin made the motion with a 2nd by Dotts to approve use of the parking lot and courthouse restrooms during Old Settlers from Aug. 8th – 11th.
Swearingin made a motion with a 2nd by Seams to approve Resolution 20-06 that pertains to sealed bids with family members of courthouse employees.
After discussion of the threshold for bids under $100,000, Swearingin made a motion with a 2nd by Seams to leave the threshold at $100,000 as stated in Iowa Code.
Supervisor Tom Swearingin gave an update on the status of the land purchase from Wayne Community School District. Engineer, Rand Zerr, has completed the survey and has the land staked. County Attorney, Alan Wilson, is completing the purchase agreement for $7500. The survey showed less acres to purchase due to a fence that had not been placed in a correct spot.
Joella Perry, Veterans’ Affairs stated that her commission had approved a HIPAA compliant program to be installed on her computer. Dotts made the motion with a 2nd by Swearingin to approve $4000 for the HIPAA approved computer application that will store veterans’ forms that can be sent to VA. Funds will be taken out of Veterans’ Affairs.
Engineer Randy Zerr and Dan Carpenter stated that they are making finishing touches to the RAGBRAI route by sealing and leveling off areas for bicycle safety. Zerr also stated that his office is working on a delivery date for maintainers. Engineer Zerr has drawn up a letter concerning Obstructions in Right of Way to include with tax statements. County Attorney, Alan Wilson, is reviewing the letter which pertains to IA Code 318, Sections 1, 3, and 5. Treasurer, Kim Swearingin, stated that 3191 tax statements were sent last year which would amount to a cost of approximately $160 to include the Obstruction in Right of Way with all tax statements. Swearingin made the motion with a 2nd by Seams to include the Obstruction in Right of Way with tax statements at an approximate cost of $160.
Swearingin made a motion with a 2nd by Dotts to approve the monthly report and quarterly report from Recorder, Angie Horton. Seams abstained. Monthly deposits totaled $4338.88 and quarterly deposits were $14,901.59.
Swearingin made a motion with a 2nd by Dotts approve the monthly Sheriff report with deposits totaling $27,263.98. Seams abstained.
Swearingin made a motion with a 2nd by Dotts to approve the Cash and Outstanding Report from Treasurer, Kim Swearingin. Seams abstained.
Supervisors’ Meetings Attended:
Swearingin – Fair Board meeting – Volunteers of the fair board and other organizations are doing a great job and need to be thanked for their service. Fair will begin on Tuesday, July 23rd. Conservation Meeting – Opened resumes for Executive Director and will begin interviews tomorrow. Housing Meeting.
Dotts – Landfill Meeting
Swearingin made the motion to adjourn the meeting with a second by Seams at 9:35 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 29th day of July.
