Board of Supervisors Meeting – June 17, 2019

A meeting of the Wayne County Board of Supervisors was held on the 17th day of June, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts and Tom Swearingin, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin made the motion with a 2nd by Dotts to adopt the agenda.
Swearingin made the motion with a 2nd by Dotts to approve minutes of the June 3rd meeting.
Swearingin made the motion with a 2nd by Dotts to approve claims.
Swearingin made the motion with a 2nd by Dotts to approve payroll.
Bill Byrns addressed the Board to discuss the pictometry flyover in April and asked for support from Wayne County. Swearingin made a motion to pay $2000 to pictometry for the April flyover. Dotts seconded the motion. Byrns also reported the preliminary assessments on flood damage in Wayne County had been sent to FEMA by the June 14th deadline. The cities of Corydon, Allerton, Seymour and Lineville have also added damages.
Dales Sales, Truett Pershy, and Zane Algreen were present to discuss their insurance plans and to ask for the opportunity to bid insurance in the future. Pershy will work with Auditor, Michelle Dooley, to get the needed information.
Kim Swearingin, Treasurer and Jack and Melody Engle were present to discuss the purchase of Certificate 12-0220. Swearingin made a motion to assign Certificate 12-0220 to Remnant Church Ministries for $850 plus assignment fees. Dotts seconded the motion.
Jack Reed from INCS Services gave information on the work that he will be doing with the Auditor and the County Engineer to provide updates on forms and department policies, job descriptions and workers comp. Reed will also be working with the Auditor’s office to update the employee handbook and will be attending the next department head meeting to discuss FMLA.
Engineer, Randy Zerr, and Dan Carpenter informed the Board that the County had turned in claims to FEMA totaling $765,000 with $684,000 at Medicine Creek. Updates continue along the RAGBRAI route. The department plans to purchase a sign truck out of this fiscal year funds. Plans are to begin purchasing maintainers on a 3 year plan. Interviews will be taking place for a mechanic and operator.
Swearingin made a motion with a 2nd by Dotts to approve payment for scanning to Tyler Tech in the amount of $22,978 to come out of this fiscal year funds.
Swearingin made a motion with a 2nd by Dotts to approve a 5 day liquor license for Backpocket Brewing on property owned by Jim Partridge for the RAGBRAI route.
Reminder that the County Engineer’s office is open from 6:00 AM to 4:30 PM Monday – Thursday and is closed on Fridays.
Swearingin made a motion with a 2nd by Dotts to approve Resolution 06-01-2019 that provides clarification for married county employees applying for family insurance.
Shelley Bickel, Wayne Co. Public Health, discussed moving Public Health board meetings to the basement of the courthouse and moving the white board to the Emergency Management Office. Bickel also discussed updates needed in their offices including paint and bathroom renovation. Swearingin made a motion with a 2nd by Dotts stating – Based on the approval of the Public Health Board the Wayne Co. Board of Supervisors approves updating the bathroom and painting for an approximate cost of $3500.
Swearingin made the motion with a 2nd by Dotts to approve the following:
Treasurer Cash and Outstanding, Recorder’s Monthly Report, Sheriff – 2 reports, Clerk of Court Report
Duffy Kester has asked that his name be removed from everything with the County.
Swearingin made the motion to adjourn the meeting with a second by Dotts at 10:45.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 28th day of June 2019.
