Board of Supervisors Meeting – May 6, 2019

A meeting of the Wayne County Board of Supervisors was held on the 6th day of May, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were Duffy Kester, David Dotts, Tom Swearingin, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Dotts made the motion with a 2nd by Swearingin to adopt the agenda.
Swearingin made the motion with a 2nd by Dotts to approve the minutes from the April 22, 2019 meeting.
Dotts made a motion with a 2nd by Swearingin to approve the claims.
Dotts made a motion with a 2nd by Swearingin to approve payroll.
Treasurer, Kim Swearingin, presented 2 quotes for a new copier for her office. Dotts made a motion with a 2nd by Kester to purchase a copier from Infomax for $1651.00 with a $24 per month for service fee. Swearingin abstained.
Auditor, Michelle Dooley, presented budget amendments to the Board. Swearingin made the motion to approve the budget amendments with a 2nd by Dotts. Kester voted nay. Dotts made the motion with a 2nd by Swearingin to approve Resolution 05-01-2019 – Amended Appropriations for FY19.
Dotts made a motion with a 2nd by Swearingin to approve the HIPAA Policies and Procedures Manual.
Engineer Randy Zerr and Dan Carpenter were present to give updates on secondary roads. Kester asked about a drainage problem on 140th. Carpenter discussed options for bids of 2 motor graders that will replace 2010 and 2011 models. Secondary roads has two job postings – a mechanic and an equipment operator. Workers continue to haul gravel, cold patch, and evaluate the RAGBRAI route. Zerr presented a drawing of the land that will be purchased from the school which is approximately 2.81 acres. Zerr will check with the school before he proceeds.
Dotts made the motion with a 2nd by Swearingin to approve the farm contract with Tyson Polsdofer. It was noted that Polsdofer still owes $12,000.
There were no monthly reports.
Supervisor meetings included Dotts – Transportation meeting where they discussed 10-15 transit transporting veterans and SIDCA. Kester – Public Health needs two board members, Swearingin – Transportation meeting, SIRG that received $1000 ICAP grant and visited Amish, 10-15 Transit building $3 million facility to house vehicles and a carwash.
Brittany Reece & Christopher Staton with Kone Elevator discussed the need for a new door operator on the elevator. Kone Elevator provided a quote for either one or two new door operators. It was discussed that the elevator will be down 3-4 days to make the repairs. The Board would prefer giving the public 2 weeks’ notice for the closure. Kester expressed the need to get another bid for the project before we can proceed.
Swearingin made the motion to adjourn the meeting with a second by Dotts at 10:35 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 20th day of May 2019.
