Board of Supervisors Meeting – April 8, 2019

A meeting of the Wayne County Board of Supervisors was held on the 8th day of April, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were Duffy Kester and David Dotts members of the Board of Supervisors. Tom Swearingin was absent.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Dotts made the motion with a 2nd by Kester to adopt the agenda with the addition of Shelly Bickel.
Dotts made the motion with a 2nd by Kester to approve the minutes from the March 25th meeting.
Dotts made the motion to approve the claims with a 2nd by Kester.
Kester made the motion with a 2nd by Dotts to approve payroll.
Dan Coffey was present to discuss conduit that needs to run to the elevators for fire alarms. Kester made a motion with a 2nd by Dotts to accept a bid from Superior in the amount of $3305. Dotts made a motion with a 2nd by Kester to purchase the water heaters from Clayton Plumbing and Heating.
The Board discussed bids on the County Farm rental. Supervisor Tom Swearingin joined in on a conference call for the discussion. Two bids were opened, one from Tyson Polsdofer and one from Barry & Kyle Andrews. Swearingin made the motion with a 2nd by Dotts to award the bid for County Farm rental for 6 years to Tyson Polsdofer. The Board will meet with County Attorney, Alan Wilson, to draw up a contract.
Laura Henderson, Deputy Treasurer was present to discuss assignment of tax sale certificates and a request for suspension of taxes. Kester made a motion with a 2nd by Dotts to assign Tax Sale Certificate 10-502 to Adair Asset Management. Dotts made a motion with a 2nd by Kester to assign Certificate 2018-00705 Parcel 01150E306002 to John Owens. Dotts made a motion with a 2nd by Dotts to suspend taxes on Parcel 07190G408006.
Shelly Bickel, Public Health Administrator, updated the Board on her progress the past 4 weeks. Bickel is doing the final 2 interviews for maternal health nurse for 4 counties and has been working on the budget to decrease cots. Bickel has teamed up with some local business owners to provide services and will be meeting with doctors at the Wayne County Hospital. Kelley Alexander has been hired PRN. Bickel has also been applying for grants and wants to set up education clinics in some of the small towns.
Bonnie Friend, Wayne County Conservation Executive Director, discussed the work that she and Denise Becker had done to find alternative ways to fund a fulltime Naturalist. Friend and Becker had met with local school districts and part-time Naturalist, Hannah Wiltamuth. Their findings show that it is difficult to fund the position with no long term plan for future funding. Dotts and Kester agreed that they will do some brainstorming to try to find a way to fund the position in the future. Friend also stated that the parks are opened up. Dotts and Kester both thanked Friend for her service to Wayne County.
Joella Perry, Veterans’ Affairs, discussed the successful Veteran’s Outreach banquet that was held on Saturday with 104 people in attendance.
Dan Carpenter, Gary Bishop and Randy Zerr were present to give an update on secondary roads. Carpenter is working on the Title VI plan. Bishop stated that the DOT is coming on Tuesday to cut cores on S26. Zerr stated that they should go down 6 inches to accurately assess what is needed. Workers are continuing to haul gravel. June 18th will be the letting for the deck replacement north of Promise City as well as patching.
Dotts made a motion with a 2nd by Kester to approve the Sheriff’s report.
Supervisors meetings attended – Dotts attended Chariton Valley Planning and Development, SCICAP, and the Veteran’s Outreach meeting. Dotts will attend Iowa Works on Tuesday. Dotts also met with a group of students in Humeston who were from Simpson College and were doing a project on small towns in Iowa. Kester attended the Veteran’s Outreach meeting and commended Joella Perry on her work. Kester has had multiple meetings with Public Health and is very excited about the direction they are headed.
Kester made the motion to adjourn the meeting with a second by Dotts at 10:40 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 22nd day of April at 9:00 AM.
