Board of Supervisors Meeting – December 18, 2017

A meeting of the Wayne County Board of Supervisors was held on the 18th day of December, 2017, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance
Sellers made the motion seconded by Kester to approve the Agenda.
Kester made the motion seconded by Sellers to approve the minutes of the December 4, 2017 meeting.
Sellers made the motion with a 2nd by Kester to approve the claims.
Bill Byrns and David Rhodes were present to discuss Resolution 12-01-17 and the ordinance for Floodplain Management. The Board would like to have County Attorney, Alan Wilson, review the resolution and ordinance before they act on either item.

Auditor, Tammy Clark also reported to the Board on the Cash Report June 30, 2017 as well as the GAP report.

Holly Arnold, Wayne County Home Care Aide Agency, was present to discuss funding needed for her agency for the next budget year. Arnold requested $44,000 to support home care aide/homemaker services and mobile meals to residents. The cost for her to send an aide to a home for one hour is $48. Kester made a motion to give the Wayne County Home Care Aide Agency $4000 for funding for the rest of this year. This motioned was seconded by Sellers.

The following members of the Pioneer Cemetery Committee addressed the Board: Brenda DeVore, Jeff Hill, Jeanie Jackson, and Dale Clark. The group provided the Board with an update of their work this year and discussed plans for next year which will include finishing repairs at Medicineville and work at two other cemeteries. They also discussed building a fence around the Dodrill Cemetery and will be getting a bid for that work to share with the Board. Dotts expressed his gratitude, with agreement from Sellers and Kester, for the work that this group has done.

The Board acknowledged receipt of the Master Matrix for manure management of a proposed hog confinement in Franklin Township in Clarke Co. The plan includes Section 5 of Richman Township in Wayne County.

Sellers made the motion with a 2nd by Kester to renew the contract with CAROSH for HIPAA compliance in Wayne County at a cost of $8925.

Trevor Wolf, County Engineer, was present to discuss updates on secondary road projects. Wolf and the Board also discussed ISAC priorities for the upcoming legislative session.

Board meetings in 2018 will be every 2 weeks, with the first Board meeting being held on January 2, 2018 at 9:00 AM.

Kester made the motion to adjourn the meeting with a second by Dotts at 11:05 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 2nd day of January 2018 at 9:00 AM.
