Board of Supervisors Meeting – January 16, 2018

A meeting of the Wayne County Board of Supervisors was held on the 16th day of January, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance
Sellers made the motion seconded by Kester to approve the Agenda.
Kester made the motion seconded by Sellers to approve the minutes of the January 2, 2018 meeting.
Sellers made the motion with a 2nd by Kester to approve the claims.
Angie Horton, Auditor, was present to further discuss software updates needed in her office that would tie the County offices together. After many questions from the Board, this item was tabled until the Board can meet with Ron Pieracci from Tyler Technologies for some clarification.
Bonnie Friend, Executive Director of Conservation, reported on the recent discussions with Appanoose County concerning the sharing of a Naturalist. Friend reported that they have discussed a sharing agreement where Wayne County will have a ΒΌ time Naturalist. All details have not been worked out at this time. Three letters of support for continuing the Naturalist program were received from the following Wayne Community teachers: Larisa Allen, Patty Hackney, and Kristy Sheriff.
Kim Swearingin, Treasurer, was present to ask the Board for abatement of taxes on a property now owned by the City of Allerton. Kester made the motion with a second by Sellers to abate the taxes on Parcel #10100C253003. This includes taxes from 2012, 2013, 2014, 2015, 2016 as well as all future taxes.
Trevor Wolf, County Engineer, discussed the Wayne County Return to Work Policy stating that he had checked with department heads to get their input. Kester made the motion to adopt the policy with a 2nd by Sellers. Both Kester and Sellers expressed their pleasure with the work that Wolf had done on this to include input from other departments. There was also discussion of the Designated Healthcare Provider Policy as well as forming a Safety Committee to address safety training and review policies.
Kester discussed repairs that are needing to be made for the Group Home and stated we are just in the beginning stages. Kester also discussed some concerns by a citizen on rock piled in the roadway. This has been addressed. There was also discussion on concerns of people building in the flood plain.
Sellers made the motion to adjourn the meeting with a second by Kester at 10:55 AM.

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the January 29, 2018.
