Board of Supervisors Meeting – February 12, 2018

A meeting of the Wayne County Board of Supervisors was held on the 12th day of February, 2018, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors. Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance
Sellers made the motion seconded by Kester to approve the Agenda with the addition of bids for New Venture Group Home.
Sellers made the motion seconded by Kester to approve the minutes of the Jan. 29, 2018 meeting.
Kester made the motion with a 2nd by Sellers to approve the claims.
Sellers made a motion to approve Nationwide for a presentation to county employees on a 457B. Kester seconded the motion.
Sellers discussed Watershed 566 in the Locust Creek Watershed. Sellers stated that the County contributes $2500 each year for repairs and this is the first time in many years that repairs are needed. Kester made the motion with a 2nd by Sellers to approve repairs to Watershed 566.
Auditor, Tammy Clark, discussed the need to find people for the township clerk position and asked for input from the Board. Sellers suggested the possibility of combining two townships to alleviate the problem. Clark will do more investigation into the matter.
The foundation has settled on the northeast corner of the New Venture Group Home and is needing repaired as soon as possible in the spring. The Board received two bids for the project. Anchored Walls placed a bid of $39,250 with a possibility of $5000 in additional funds. Iowa Foundation Repair out of Winterset bid $29,200. Sellers made a motion to table this with a 2nd by Kester until County Attorney, Alan Wilson, had a chance to review the bids.
Brandon Carpenter, Assessor, asked for the approval of 19 rural tax abatements for either new houses or additions to houses. Kester made the motion with a second by Sellers to approve tax abatements for the following:

Vernon Mullett, James Stutzman, and Maylon Stutzman addressed the Board concerning the cost of upgrading the road on 200th St. The actual cost of the project was considerably higher than the estimate they had received. Kester made a motion with a 2nd by Sellers to give the parties involved 7 years to repay the County for the cost of the upgrade. Trevor Wolf, Engineer, agreed to replace some rock and to do some seeding in the spring.

Kester made the motion with a 2nd by Sellers to approve the Designated Healthcare Provider Policy effective immediately.

Trevor Wolf requested approval from the Board for the PCC pavement patching plans at an estimated costs of $120,000. Sellers made the motion with a 2nd by Kester to approve this project with funds coming from Farm to Market.

Joella Perry, Veterans Service Office Director, stated that she had worked with her commission to have a Standard Operating Procedure for Wayne County. Sellers made the motion with a 2nd by Kester to approve the Wayne County Veterans’ Assistance Program.

Kesley Angle from the National Weather Service along with Emergency Management Coordinator, Bill Byrns, addressed the Board to discuss their work that has made Wayne County designated as a storm ready community. Angle presented Byrns and Brenda DeVore, chair, with a sign that designates the county as storm ready. He also presented a certificate to Josh Hysell, standing in for Dale Clark, designating Wayne County Hospital as a storm ready supporter. Mr. Angle stated that Byrns had worked to get Wayne County as one of the 25-30 counties in the state who are now storm ready.

Kester made the motion to adjourn the meeting with a second by Sellers at 10:40 AM.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 26th day of February, 2018.
