Board of Supervisors Meeting – October 9, 2017

A meeting of the Wayne County Board of Supervisors was held on the 9th day of October, 2017, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.

Kester made the motion seconded by Sellers to approve the Agenda.
Sellers made the motion seconded by Kester to approve the minutes of the September 25, 2017 meeting.
Kester made the motion with a 2nd by Sellers to approve the claims. Kester did want clarification on the bill from Access concerning a charge for taxes.

Bill Byrns, Wayne Co. Emergency Management, addressed the Board to discuss a visit on Friday from Homeland Security for a Security Assessment of the building. He stated that the planned emergency drill with Decatur County in Garden Grove was a success with many students from Mormon Trail participating. He plans to have an outdoor emergency drill in the spring. FEMA has approved a flood plains map. Wayne County will need a resolution and ordinance in place so that residents can buy flood insurance.

Kim Swearingin, Treasurer, addressed the Board to discuss two tax items. Sellers made a motion with a second by Kester to approve the suspension of taxes for $904 on Parcel 07190G408006. Kester made a motion with a second by Sellers to reassign the certificate for Parcel 13200H478016 for $285 plus all additional taxes to be paid by the new owner.
Tammy Clark, Auditor, informed the Board that voting precincts have changed for the city elections. This change is being done to save money for the cities. The following changes will be made – Millerton voters to Corydon, Clio voters to Allerton, and Promise City voters to Seymour. Those people who don’t want to travel to the new locations will have the option to vote absentee.

Trevor Wolf, Engineer, addressed the Board. Kester made the motion with a second by Sellers to approve the final payment vouchers for the 2 box culverts FM-CO93(82) –55-93 and FM-CO93(83)—55-93.
Keith Davis, Wayne County Sheriff, was present to discuss new LED lighting for the inside and outside of the jail. Alliant rebates are available to help with the cost of the project. Kester made the motion with a second by Sellers to replace both the inside and exterior lighting at the jail.

Kester made the motion to adjourn the meeting with a second by Sellers at 10:00 AM.

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 23rd day of October 2017.
