Wayne County Board of Supervisors
December 30, 2019
A meeting of the Wayne County Board of Supervisors was held on the 30th day of December, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Tom Swearingin, Don Seams members of the Board of Supervisors, Jack Reed, Willene White, David Laing
Unless otherwise noted, all motions were approved unanimously.
Dotts called meeting to order at 9:00 AM
Pledge of Allegiance
TSwearingin made the motion to adopt the agenda, seconded by Seams.
Seams made the motion to approve the December 16, 2019 minutes, seconded by TSwearingin.
TSwearingin made the motion to approve claims, seconded by Seams.
Seams made the motion to approve payroll, seconded by TSwearingin.
Jack Reed, Iowa Negotiation & Consulting Services (INCS) is Wayne County’s Human Resource Consultant. Mr. Reed presented the 2019 Service Summary. He also stated INCS has logged 396 hours for Wayne County in 2019 = $10.45/hour. The annual contract is based on Fiscal Year. It is 3-year contract with the option to opt out after the 1st year. Current Fee is $345 per month and Mr. Reed is requesting $450 for FY21 & $500 for FY22 and thereafter. Mr. Reed left the contract service agreement for the Board to read and discuss. The contract will be on a future agenda. The Board of Supervisors is pleased with the current service being provided. Mr. Reed will be attending the Elected Officials/Dept. Head meeting on January 8th, 2020 to discuss the updated Employee handbook.
Bill Byrns (EMA/911) had nothing to discuss.
Randy Zerr, County Engineer, asked the Board for approval to decommission Engineer’s Desktop(S002299) & Supervisor’s Laptop (Ser#R8-H4AM5 11/04). TSwearingin made the motion to remove and destroy the hard drives and recycle the computers, seconded by Seams.
Conflict of Interest, Segregation of Duties, Fraud Reporting & Personally Identifiable Information Policies have been submitted to the Iowa Department of Homeland Security on 12-18-2019 as part of the Risk Assessment requirement. Secondary Roads is in the process of comparing the scope of damage and cost of Multiple Roads and Culverts project to FEMA’s damage and cost analyzes. FEMA is also asking about two (2) low water crossing on Cedar Road. Secondary Roads is working on the legal and topographic surveys. Federal Highway Administration has sent approval paperwork. Calhoun-Burns, Bridge Inspection Consultant is working with Iowa DOT regarding their design contract for the Medicine Creek Project. Zerr has followed up with AWilson regarding the Secondary Roads Department DOT Employee Drug & Alcohol Testing Policy, so that they can be in compliance by January 6th.
Zerr is working on Department Budget for FY21. Zerr also stated that the warning sign for the curve south of 210th and Fillmore Intersection was being relocated either this week or the week of January 5th.
The City of Seymour is requesting the abatement of property taxes for 12230C204006 in the amount of $82.
TSwearingin made the motion to approve the tax abatement of $82, seconded by Seams.
Seams made a motion to table the Courthouse Ceiling Tile Project-Lower Level until Dan Coffey was present to discuss, seconded by TSwearingin.
Dotts read the 19th Amendment Centennial Commemoration Proclamation, commemorating the 100th anniversary of the passage and ratification of women’s right to vote. TSwearingin make the motion to adopt the proclamation, seconded by Seams. Seams did however oppose the statement of “continuing to fight for voting rights for all citizens” Seams does not support restoring the voting rights of convicted felons.
Seams made the motion to retain Iowa Communities Assurance Pool (ICAP) has Wayne County’s property and liability Insurance Provider, seconded by TSwearingin.
Dave Laing, MDL Agent and Willene White, ICAP were present to hear the Boards decision and reiterated that Wayne County has been a member of this pool since 1997 and it is member owned.
New/Changes in employees: Linda Stanley went to 32 hours/week
Charlotte VanFleet went back to 40 hours/week
Denise Becker resigned effective 12/27/2019
Supervisor’s updates of meeting attended included:
TSwearingin attended 1015 Transit meeting. Everything is going well. 1015 Transit is meeting with City of Ottumwa to discuss taking over their transit system. The two (2) buildings are up and they are working on the doors currently. Ridership was up in the month of November.
Dotts attended Chariton Valley Planning and Development meeting. Nicole Moore, Executive Director would like to meet with the Wayne County Board of Supervisors in January.
Seams attended DECAT meeting by phone. Department of Health needed approval to move funding. Seams also attended Healthy Hometown Living meeting. There was a lot of good ideas for future discussion.
Public Comments: Mr. Jack Reed stated that ICAP does provide excellent legal counsel if ever necessary.
