Wayne County Board of Supervisors

October 7, 2019

A meeting of the Wayne County Board of Supervisors was held on the 7th day of October, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4.  The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Tom Swearingin, and Don Seams members of the Board of Supervisors.

Unless otherwise noted, all motions were approved unanimously.

Pledge of Allegiance.

Swearingin made the motion to adopt the agenda with a second by Seams.

Seams made the motion to approve the minutes from the Sept. 23, 2019 meeting with a second by Swearingin.

Swearingin made the motion to approve the claims with a second by Seams.

Seams made the motion to approve payroll with a second by Swearingin.

Mendy Middlebrook presented the proposed amendment to the CROSS 28E agreement with Wayne County.  Seams made the motion with a 2nd by Swearingin to approve the amendment to the CROSS 28E agreement that would add Children’s Mental Health.  It was stated that there is no additional funding for this addition.

Swearingin made a motion with a 2nd by Seams to approve the request from Wayne County School District for an abatement on Parcel 060M24200001 for 2018 taxes of $635.88 plus $2.00 interest plus all future taxes.

Randy Zerr, County Engineer, and Dan Carpenter were present to gives updates on the Secondary Roads Department.  Zerr stated that FEMA has completed all on-site inspections and the County is now in the self-certification phase, with a total of 28 defined sites in the County.  The GASB-34 should be completed this week.  Workers have been documenting spots from the most recent rains in case they would become FEMA eligible in the future.  The secondary roads department has now returned to a 5-day work week. Zerr also stated that the fairground survey was pinned last week and is nearing completion.

Swearingin made the motion with a 2nd by Seams to approve the DHS Local Administrative Expense (LAE) Report.

Employee changes included Paige Mitchell – Full-time dispatch, Chantelle Robinson – Full-time Public Health, Linda Allen – Seasonal work has ended, Rhonda Johnson – Recorder’s Office – Resigned, Tina Lancial – Homemakers

Supervisors’ Meetings included: Swearingin attended 10:15 Transit and the Budget and Property Tax meeting by ISAC, Seams attended Budget and Property Tax meeting as well as CROSS meeting, and Dotts attended the Budget and Property Tax meeting as well as the TAC meeting.

Kenny Banks, Executive Director of Wayne County Conservation, discussed the need for a new SEP (Supplemental Environmental Projects) fund.  In 2001 Wayne County entered into an agreement with the Iowa Department of Natural Resources and this is the first time that Wayne County has received funds.  This fund is a way for a Wayne County resident to settle out of court by making a portion of their restitution to the County.  Wayne County received $4000. Swearingin made a motion with a 2nd by Seams to approve the drafting of a resolution for the SEP fund.

Bill Clark from Karr Tuckpointing out of Vinton, IA was present to discuss their proposal to recaulk windows in the courthouse.   Clark stated that they will not guarantee that the caulking will stop water leaks and the start date will most likely be fall of 2020.  Board members asked him to send a contract for them to review.

Swearingin made the motion to adjourn the meeting with a second by Seams at 10:10 AM.

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 21st day of October, 2019 .
