Wayne County Board of Supervisors

September 23, 2019

A meeting of the Wayne County Board of Supervisors was held on the 23rd day of September, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4.  The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Tom Swearingin, and Don Seams members of the Board of Supervisors.

Unless otherwise noted, all motions were approved unanimously.

Pledge of Allegiance.

Swearingin adopted the agenda with a second by Seams with the addition of the Scantron quote.

Swearingin approved the minutes from the September 9, 2019 meeting with a second by Seams.

Swearingin approved the claims with a second by Seams.

Seams approved payroll with a second by Swearingin.

Joella Perry, Veterans’ Affairs Director, was present to discuss the job description for her position.  Swearingin made the motion with a second by Seams to approve the job description for the Director of Veterans’ Affairs.  Perry also discussed the upcoming HIPAA training that she will be attending.

Denise Becker, Secretary to the Supervisors, presented a job description for her position.  Seams made a motion with a second by Swearingin to approve the job description for the position of Supervisors’ Secretary/Grant Writer.

Board members discussed the need for a policy for people who use the Courthouse conference room.  No action was taken at this time.

Randy Zerr, Engineer, and Dan Carpenter were present to give an update on secondary roads.  Zerr stated that the 2 semis were here with one having work done in Altoona.  Zerr has completed the annual DOT report and it has been approved.  Zerr stated that SIDCA is interested in helping with Medicine Creek if funds are available.  Swearingin made a motion with a second by Seams to adopt the following policy:  Policy Concerning Wayne County Secondary Roads Department Layoffs, Transfers, Sick Leave Payout, Comp Time.  Dotts stated that these are items that, according to Iowa law, cannot be written into the union contract.

Swearingin made the motion with a second by Seams to approve the continuation of the following 3 insurances: Aflac, American Heritage, and Liberty National.  These insurance options are paid by employees and have no cost to the County.

Discussion among the Board and Department Heads resulted in approving a new server and IT services.  Swearingin made the motion with a second by Seams to approve the contact with Scantron for a total price of $68,074.98 and a monthly service fee of $3889.  Swearingin made a motion with a second by Seams to add a partial payment of $33757.77 to the claims payable to Scantron.  Seams discussed the contract that had been reviewed by County Attorney, Alan Wilson.  He stated that the contract is for 3 years and a notice of 60 days is required to get out of the contract.  One server will be purchased with a backup to the cloud somewhere in the continental US.

Swearingin made the motion with a 2nd by Seams to approve the August monthly report for Recorder, Angie Horton’s office.  Total deposits were $4530.20.

Seams made the motion with a 2nd by Swearingin to approve the August monthly report for Sheriff, Keith Davis’ office.  Total deposits were $29,386.62.

Swearingin made the motion with a 2nd by Seams to approve the August monthly report for the Clerk of Court.  Total deposits were $203.57.

Swearingin made the motion with a 2nd by Seams to approve the August monthly report for Treasurer, Kim Swearingin.

Supervisors’ meetings:  Swearingin attended the Public Health Open House.  Swearingin stated that Public Health were pleased with the facelift in their offices, they have been getting more referrals and the Amish clinic is getting closer to becoming a reality.  Swearingin also attended a Conservation meeting.  The pit toilet is near completion and plans are in place for the deer hunt.  Dotts also attended the Public Health Open House and stated that office morale has improved due to the improvements.  Seams also attended the Public Health Open House and was pleased with the improvements.  Seams attended a DECAT meeting. DECAT funds are available for child welfare through DHS and the juvenile court system.  Seams also attended Iowa Workforce Development orientation and training. Seams stated that Iowa is in non-compliance with the federal government and is working on becoming compliant.

Swearingin made the motion to adjourn the meeting with a second by Seams at 10:10 AM.

There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 7th day of October, 2019.
