Wayne County Board of Supervisors

A meeting of the Wayne County Board of Supervisors was held on the 12th day of August, 2019, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts and Tom Swearingin, members of the Board of Supervisors. Don Seams was absent.
Unless otherwise noted, all motions were approved unanimously.
Pledge of Allegiance.
Swearingin adopted the agenda with a second by Dotts.
Swearingin approved the minutes from the July 29th meeting with a second by Dotts.
Swearingin approved the claims with a second by Dotts.
Swearingin approved payroll with a second by Dotts.
Bill Byrns was present to discuss his work on the FEMA projects. Byrns stated that all entities involved including Wayne County Secondary Roads, Lineville, Seymour, Allerton, Corydon, and Wayne Community Schools have met the August 17th threshold required by FEMA. Byrns and Engineer Zerr will be participating in a phone conference for further details. Swearingin thanked Byrns for his work on this project.
Swearingin made a motion with a second by Dotts to approve Resolution 20-14 – Wayne County Procurement Policy.
Swearingin made a motion with a second by Dotts to approve Resolution 20-15 – Wayne County Fraud Reporting Policy.
Swearingin made a motion with a second by Dotts to approve Resolution 20-16 – Conflict of Interest Policy.
Denise Becker was present to request funding for Chariton Valley Regional Housing Trust Fund, a non-profit organization that benefits homeowners in Wayne County. Funds raised in the county are matched 4:1 by the Iowa Finance Authority. Swearingin made the motion to commit $7500 for 2020. Dotts seconded the motion. Dotts discussed the need for this program for low income residents in the county.
Engineer Randy Zerr discussed the phone call meeting planned with FEMA. Zerr also continues to work on the annual report and the GASB.
Dan Carpenter discussed Title VI with communication due to language barriers being the major concern. The folder for Title VI will be located in Dan Carpenter’s office. Swearingin made a motion with a 2nd by Dotts to approve the Title VI review.
Swearingin made a motion with a second by Dotts to approve the Recorder’s report with deposits of $4376.40.
Swearingin made a motion with a second by Dotts to approve the Clerk of Court’s report with deposits of $210.26.
Swearingin made a motion with a second by Dotts to approve the Sheriff’s report with deposits of $26,186.33.
Dotts and Swearingin had attended a Courthouse security meeting.
Brenda DeVore, Mayor of Promise City, discussed road maintenance in Promise City. Engineer Zerr clarified that there is no 28E Agreement between Wayne County and Promise City. Supervisor Dotts stated that he used to maintain North St. a couple of times per year. Mayor DeVore also discussed a need for possible maintenance or snow removal on Maple St and Dewey St. as well as North St. DeVore and Zerr discussed maintaining on a possible “call as needed” basis. Zerr will determine a plan and contact DeVore with his findings.
Swearingin made the motion to adjourn the meeting with a second by Dotts at 10:35.
There being no further business, the next meeting of the Wayne County Board of Supervisors will be held on the 26th day of August, 2019.
