Wayne County Board of Supervisors
January 2, 2020
A meeting of the Wayne County Board of Supervisors was held on the 2nd day of January, 2020, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Tom Swearingin, Don Seams members of the Board of Supervisors
Unless otherwise noted, all motions were approved unanimously.
Dotts called meeting to order at 9:02 AM
Pledge of Allegiance
TSwearingin made the motion to adopt the agenda, seconded by Seams.
Seams made the motion for David Dotts to be the 2020 Board of Supervisor Chair, seconded by TSwearingin.
Seams made the motion for Tom Swearingin to the 2020 Board of Supervisor Vice-Chair, seconded by Dotts.
Seams made the motion to approve the December 30, 2019 minutes, seconded by TSwearingin.
Seams approved the 2020 Board of Supervisor meeting schedule, seconded by TSwearingin.
Seams made the motion to approve payroll, seconded by TSwearingin.
Dotts read each Resolution aloud before any action was taken.
TSwearingin made the motion to adopt 20-19 Capital Assets (GASB 34), seconded by Seams.
Seams made the motion to adopt Resolution 20-21 Fund Balances (GASB 54), seconded by TSwearingin.
Seams made the motion to adopt Resolution 20-22 2020 Holidays, seconded by TSwearingin with the correction to the year for New Year’s Day, January 1, 2021.
TSwearingin made the motion to adopt Resolution 20-23 Discrimination Disclaimer, seconded by Seams.
Seams made the motion to adopt Resolution 20-24 Master Matrix/Construction Evaluation, seconded by TSwearingin.
TSwearingin made the motion to adopt Resolution 20-25 Official Publication, seconded by Seams.
Public Comments
Rhonda Bennett asked for an update regarding the embezzlement investigation for Wayne, Ringgold, Decatur Landfill(WRD). Dotts stated that the Ringgold County Attorney has been assigned to the case and asked Ms. Bennett to speak to the County Attorney directly.
Ms. Bennett also asked for additional information regarding the recent bid decision for Property and Liability Insurance.
TSwearingin stated his reasoning for his decision was the following; Wayne County is long time invested member. Wayne County has had insurance claims this year from the elevator fire and tractor rollover. These claims were covered no questions asked. The Board members have never had claims with public insurance companies that the premium did not increase as a result. The bids were received from Iowa Communities Assurance Pool (ICAP) $113,690 and EMC Insurance$98,651.50; a difference of $15,038.50. The dollar savings is only one factor in the decision. 88 out of 99 counties are members with ICAP which says a lot. Wayne County has a large investment with ICAP since 1991. The Board apologized for the bid amounts not being included in the minutes. Dotts agreed with TSwearingin premiums with ICAP have stayed consistent over the years and Wayne County has received credits $294,993.90 since being a 100% vested in 1997. The Board members have visited with different county officials who have switched but then returned to ICAP. There was also discussion about the quotes not being exactly the same coverage but the Board tried very hard to make the two bids comparable. ICAP offers risk assessments to help Wayne County recognize vulnerable areas and works with Wayne County to limit our liabilities.
Dotts also wanted to make sure the public is aware that the 2020 Census is starting and that their cooperation is greatly appreciated. Dotts was scheduled for a 10AM meeting to discuss the 2020 Census.

The Board will meet in session on the 13th day of January, 2020 at 9AM.
