August 10, 2020

Meeting of the Wayne County Board of Supervisors was held on the 10th day of August 2020, in the Conference Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4.  The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Tom Swearingin, Don Seams(by phone); members of the Board, Bill Byrns, Kim Swearingin, Angie Horton, Sue Ruble, Jen Reed, Nic Emerson and Michelle Dooley.

Unless otherwise noted, all motions were approved unanimously.

Dotts called meeting to order at 9:00 AM

Pledge of Allegiance

TSwearingin made motion to amend and approve the agenda to include Resolution 21-13 Requesting Reimbursement from the Iowa Covid-19 Government Relief Fund, seconded by Seams.

TSwearingin made motion to approve minutes for July 27, 2020, seconded by Seams.

TSwearingin made motion to approve claims as presented, seconded by Seams.

TSwearingin made motion to approve payroll as presented, seconded by Seams.

Nic Emerson was present to answer questions regarding the bid package for courthouse remodel project.  The original bid did not include electrical work done by Larry Warren; $3,000 was added to the original bid.  TSwearingin made motion to accept the bid for $26,300 and to proceed with the project, seconded by Seams.  TSwearingin and Seams voted Aye and Dotts voted Nay.   TSwearingin also stated that a payment would need to be cut for ½ of the bid amount to Mr. Emerson.  The project should take approximately 8 weeks.

Dotts read Resolution Appointing UMB Bank, N.A. of West Des Moines, Iowa to serve as Paying Agent, Bond Registrar and Transfer Agent Agreement and Authorizing the Execution of the Agreement. TSwearingin made motion to approve and adopt Resolution, seconded by Seams.

TSwearingin made motion for the form of Tax Exemption Certificate to be filed and approved, seconded by Seams.

TSwearingin made motion for the form of Continuing Disclosure Certificate to be filed and approved, seconded by Seams.

Dotts read Resolution Authorizing and Providing for the Issuance of $1,850,000 General Obligation Local Option Sales and Services Tax Refund Bonds, Series 2020A and Levying a Tax to Pay Said Bonds.  TSwearingin made motion to approve and adopt Resolution, seconded by Seams.

Bill Byrns/EMA & 911 requested approval of Resolution 21-13 requesting Reimbursement from the Iowa Covid-19 Government Relief Fund in the amount of $81,659.04.  TSwearingin made the motion to approve and adopt Resolution 21-13, seconded by Seams.

Randy Zerr/Engineer gave the Board an update regarding Secondary Road Department.   Zerr is working with Iowa DOT on the Locust Creek low water crossing.  The Medicine Creek project is in the Calhoun-Burns system for design. Pre-construction meeting with Norris Asphalt & Paving regarding the Allerton Pavement Project is scheduled for August 20.  Portland Cement Concrete (PCC) Patching letting date is scheduled for August 18, 2020 for various locations throughout the county.  Theft of rock still an issue.  Engineer’s Office will be including an insert with tax statement as another courtesy regarding obstructions in the county right-of-way.

City of Humeston requested abatement of taxes on 3 parcels.

TSwearingin made motion to approve abatement of taxes for City of Humeston, seconded by Seams.

Mr. Mike Freed has requested Wayne County to sell back to him unneeded Right-of-Way in Clay Township, Section 10 that originally was part of his parcel 050D10400004.  TSwearingin made motion to transfer unneeded Right-of-Way in Clay Township, Section 10 back to Mr. Freed for the amount of $3,000, seconded by Seams.

No Monthly Department Reports were presented.

Supervisor Meetings:

TSwearingin is attending Conservation Board meeting tonight.

TSwearingin and Dotts both attended the Elected Official/Department Head August Meeting.

Seams attended Iowa Workforce Development (IWD) meeting and is working on nominations for Board members for the South Central Iowa Workforce Development Area (SCIWA).  Seams also reported that the participants of the new Wayne County Meal Site program are thrilled with the improvements of the program.

Claims presented & paid August 10, 2020

There being no further business, the next regular session meeting of the Wayne County Board of Supervisors will be held on the 24th day of August 2020, at 9:00AM in the Courthouse Conference Room.
