December 14, 2020

Meeting of the Wayne County Board of Supervisors was held on the 14th day of December 2020, in the Conference Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4.  The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Don Seams, Tom Swearingin (By Phone); members of the Board, Karen Abel, Lorena Darrah, David Laing, Sue Ruble, Jen Reed and Michelle Dooley.

The Corydon Times Republican is live streaming Board of Supervisors regular session meetings on their facebook page.

Unless otherwise noted, all motions were approved unanimously by Board members present.

Dotts called meeting to order at 9:00 AM

Pledge of Allegiance

Seams made motion to approve the agenda, seconded by Dotts.

Seams made motion to accept and approve minutes for November 30, 2020, seconded by Dotts.

Seams made motion to accept and approve claims for November 30, 2020 as presented, seconded by Dotts.

Seams made motion to approve payroll as presented, seconded by Dotts.

Karen Abel & Lorena Darrah spoke to the Board of Supervisors regarding the programs that the Humeston & LeCompte Library are offering the residents of their districts.  Abel thanked the BOS for the allocation of $3,559.80 in FY21 that covered their annual utility expenses and made other funding available to cover Bridges, Overdrive & Apollo programs just to name a few.  Darrah presented a Power Point presentation showing the updates to the facility to brighten the place up.  Darrah also shared the programs being offered to the patrons such as Teddy Bear Sleepover, Decorating Christmas Ornaments, Pajama Time plus many more.  Again, they both thanked the Board for the FY21 Allocation and encouraged the Board members to stop by and visit them.

David Laing with MDL was present to discuss the Property and Liability Insurance Renewal Packet for calendar year 2021.

The premium is $132,581.  An increase of $5,865 from 2020.  Wayne County has been a fully vested member since 1997.

Since 1997 Wayne County has received member credits totaling $294,993.28.  However, there will be no member credit for 2021 because investment income is almost nonexistent.  The increase in premium was mainly due to additional property coverage and an increase in part time employees since Township Officials are paid through payroll.

Seams made motion for Wayne County to continue to be a member of Iowa Communities Assurance Pool for 2021, seconded by TSwearingin.

Mike Frame was not present to discuss driveway entrance.

No Department Reports were presented.

Supervisor Meetings:

Elected Official/Department Head meeting cancelled for December.

TSwearingin-Conservation Board meeting scheduled for Monday, December 14, 2020.

TSwearingin also attend Board of Health meeting to discuss COVID-19 in the County and to start working on FY22 Budget and Salary Increase review.

Dotts and Seams also attended Board of Health meeting.

Dotts attended the Chariton Valley Housing meeting and his other meetings were cancelled.

Seams attended the local South-Central Iowa Workforce Development Area (SCIWA) Region meeting.  Indian Hills Community College was awarded the bid to provide services for the region until June 30, 2021.  Seams also attended and formed Safety Committee for the County.

Public Comment:

Sue Ruble was present to express she agreed with the Board action on staying with MDL & ICAP for property and liability insurance and that it was a wise choice.  Ruble also questioned the Board if they have laptops and who purchased the laptops.  All Supervisors have laptops that are provided by the County.  Ruble did not know why the Supervisors were not utilizing the laptops so that they would not need to be in the Courthouse to login to meetings and questioned why Seams did not change his internet package to accommodate the needs of the County. Ruble asked about the outcome of the 2nd Congressional District recount.  The recount results were exactly the same therefore the county canvass did not have to be redone.

Claims Paid December 14, 2020

There being no further business, the next regular session meeting of the Wayne County Board of Supervisors will be held on the 29th day of December 2020, at 9:00AM in the Wayne County Courthouse Conference Room.

Seams made motion to adjourn at 9:46 AM, seconded by TSwearingin.
