July 27, 2020

Meeting of the Wayne County Board of Supervisors was held on the 27th day of July 2020, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Tom Swearingin, Don Seams; members of the Board, John Sellers, David Wampler, Tom Swan, Dennis Doggett, Sue Ruble, Heidi Kuhl, Bill Byrns, Angie Horton, Al Wilson, Randy Zerr, Keith Davis, Shelley Bickell, Clayton Merritt, Dr. Joel Wells, Kim Swearingin, Mike Lewis, Jen Reed, and Michelle Dooley.

Unless otherwise noted, all motions were approved unanimously.

Dotts called meeting to order at 9:00 AM

Pledge of Allegiance

TSwearingin made motion to approve the agenda, seconded by Seams.

Seams made motion to approve minutes for July 13, 2020, seconded by TSwearingin.

TSwearingin made motion to approve claims as presented, seconded by Seams.

Seams made motion to approve payroll as presented, seconded by TSwearingin.

Dotts read Resolution Authorizing the Redemption of Outstanding General Obligation Local Option Sales and Services Tax Refunding Bonds, Series 2012A, dated June 15, 2012. TSwearingin made motion to approve and adopt Resolution, seconded by Seams.

Dotts read Resolution Directing the Acceptance of a Proposal to Purchase $1,945,000 (Dollar amount subject to change) General Obligation Local Option Sale and Services Tax Refunding Bonds, Series 2020A. Seams made motion to approve and adopt Resolution, seconded by TSwearingin.
Heidi Kuhl, Northland Securities, presented to the Board the Contract for Refunding Bond Series 2012A. TSwearingin made motion to approve the contract dated July 27, 2020 @ 9:18AM, seconded by Seams.

Dotts opened the one bid submitted for Courthouse Remodel Project presented by Nic Emerson. Discussion occurred between public, Board of Supervisors, Treasurer, Recorder and Auditor to why it was necessary for the remodel. Protecting the privacy of individuals is a driving force in the project. Seams made motion to table the courthouse remodel until August 10th Regular Session Meeting to allow more time to review the bid, seconded by TSwearingin.

Bill Byrns/EMA & 911 & Shelley Bickell presented that Wayne County is receiving additional funding for PPE. Byrns asked the Board to amend their original commitment of $8,800 to $13,276. TSwearingin made the motion the amend the funding amount, seconded by Seams.

Randy Zerr/Engineer gave the Board an update regarding Secondary Road Department. Zerr is working with FEMA on the low water Locust Creek crossing permit. The Medicine Creek project is in the Calhoun-Burns system for design. Pre-construction meeting with Norris Asphalt & Paving regarding the Allerton Pavement Project is scheduled for this week. Zerr will be following up with Norris regarding the meeting. Portland Cement Concrete (PCC) Patching letting date is August 18, 2020 for various locations throughout county. Theft of rock and obstructions in the right-of-way are still issues. Zerr is working with Sheriff’s Office and County Attorney to address situations.

Capital assets additions and deletions for Secondary Roads were presented to the Board. TSwearingin made motion to approve capital asset additions and deletions for FY20, seconded by Seams.

Keith Davis, Sheriff was present to clarify the new radio system purchased for approximately $80,000 was paid for by E911 Fund. The radio system was deemed necessary to enable communication with other agencies across the State of Iowa.

Michelle Dooley, Auditor requested the Board to make a decision regarding allocations to the local swimming pools for FY21. Allocations in previous years have been $2,000 to Corydon Swimming Pool and $1,000 to the Humeston Swimming Pool. These funds are used for swim lessons. With the Corydon Swimming Pool closed and Humeston Swimming Pool offering lessons to children in Wayne County and the surrounding counties, Seams made the motion to approve $2,000 to the Humeston Swimming Pool and hold the allocation for Corydon Swimming Pool for FY21, seconded by TSwearingin.

Dooley also asked for the Board to make a decision regarding the allocation to the Women’s Shelter & Crisis Center. Seams made motion to approved $4,157 allocation, seconded by TSwearingin.

Resolution 21-07 regarding employee physicals was tabled from the July 1, 2020 meeting. It has been discussed with Human Resource Consultant, Jack Reed. This resolution is no longer needed since it is covered in the Employee Handbook. TSwearingin made a motion to cease using this resolution, seconded by Seams.
Keith also stated that the Resolution regarding the Sheriff’s Office and the surcharge is no longer needed because of new legislation that was passed.

Supervisor’s schedule was discussed again. Seams and Dotts are not comfortable with a set schedule of when they are in the courthouse because of the other meetings they attend. Those meetings vary week to week and month to month making a set schedule hard to follow. Both Seams and Dotts are in their office throughout the week and TSwearingin still has his schedule set as Monday, Wednesday and Friday morning. Seams made a motion to rescind a previous motion to set a schedule, seconded by Dotts.

Semi-Annual Financial was presented to the Board. TSwearingin made motion to accept report as presented, seconded by Seams.

Treasurer’s Cash and Outstanding June Report, Recorder’s June & Quarterly Report, Clerk of Court June Report and the Sheriff’s June Report and FY20 Annual Report were presented to the Board. TSwearingin made the motion to accept the reports as presented, seconded by Seams.

Supervisor Meetings:
TSwearingin attended Conservation Board meeting, Southern Iowa Response Group meeting and a 1015 Transit meeting.
Seams attended Iowa Workforce Development (IWD) meeting, Wayne County Home Care Aid Agency meeting, South Central Iowa Workfork Development Area (SCIWA) meeting. Wapello County Auditor, Kelly Spurgeon will be the Fiscal Agent and Krista Tedrow is the staff for the for the new SCIWA region. Seams and his wife are also delivering Meals on Wheels.
Dotts attended WRD Landfill meeting, Department of Corrections meeting. Rhonda Bennett asked about if there was any progress with the Landfill. Dotts respond no since the court hearings have been at a standstill with COVID-19. Dooley mentioned that the Fiscal Agent for the WRD Landfill will be on a five (5) year rotation between Ringgold, Decatur and Wayne County.

There was some public discussion regarding social distancing and CDC recommendations.

Claims presented & paid July 27, 2020

There being no further business, the next regular session meeting of the Wayne County Board of Supervisors will be held on the10 day of August 2020, at 9:00AM in the Basement Conference Room.
