Wayne County Board of Supervisors
July 1, 2020
Meeting of the Wayne County Board of Supervisors was held on the 1st day of July 2020, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice duly given in compliance with Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Tom Swearingin, Don Seams; members of the Board, Keith Davis, Rhonda Bennett, Jen Reed, and Michelle Dooley.
Unless otherwise noted, all motions were approved unanimously.
Dotts called meeting to order at 9:01 AM
Pledge of Allegiance
TSwearingin made motion to adopt the agenda, seconded by Seams.
Seams made motion to approve minutes for June 30, 2020, seconded by TSwearingin.
TSwearingin made motion to approve claims with 3 additional claims being added; Corydon Senior Meal Site Board, Humeston Senior Meal Site Board and Lineville Senior Meal Site Board, seconded by Seams.
Seams made motion to retain David Dotts as the Board of Supervisor Chairman for FY21, seconded by TSwearingin.
Sheriff Davis was present to discuss adding a new fulltime position to the Sheriff’s Office. This position will be Dispatcher/Jailer/IT with other duties as needed. Seams made motion to approve the new position for the Sheriff’s Office, seconded by TSwearingin.
TSwearingin made motion to adopt Resolution 21-01 (Salaries), seconded by Seams.
Seams made motion to adopt Resolution 21-02 (Veteran Affairs Commissioners), seconded by TSwearingin.
Seams made motion to adopt Resolution 21-03 (Sheriff’s Office Mileage Fee), seconded by TSwearingin.
TSwearingin made motion to adopt Resolution 21-04 (Noxious Weeds), seconded by Seams.
Seams made motion to adopt Resolution 21-05 (County Enforcement Surcharge), seconded by TSwearingin.
TSwearingin made motion to adopt Resolution 21-06 (Bid process dealing with County Elected Officials/Dept Heads/Staff), seconded by Seams.
TSwearingin made motion to table Resolution 21-07 (Physicals) to get legal counsel, seconded by Seams.
Seams made motion to adopt Resolution 21-08 (Fences), seconded by TSwearingin.
TSwearingin made motion to adopt Resolution 21-09 (FY21 Transfer from General Basic & Rural Service to Sec Roads Fund), Seconded by Seams.
Seams made motion to adopt Resolution 21-10 (GASB 54 Fund Balance Policy), seconded by TSwearingin.
Seams made motion to adopt Resolution 21-11 (Depositories)with a correction of adding Seymour, Iowa for People’s Bank, seconded by TSwearingin.
Seams made motion to approve Amendment 2020-1 to Section Partial Self-Funded Major Medical Benefits Plan, seconded by TSwearingin.
TSwearingin made motion to approve Amendment 2020-1 to Section 125 Flexible Benefits Plan, seconded by Seams.
Seams made motion to approve Amendment 2020-2 to Section 125 Flexible Benefits Plan, seconded by Seams.
Public Comments:
Rhonda Bennett asked about the Supervisor’s schedule for days in the courthouse. Ms. Bennett would be more than happy to publish so that the public knows their schedule. Seams stated he is in the courthouse daily and that his cell phone number may be shared. The public is always welcome to contact him anytime. And if someone wants to arrange a meeting with him please call. Dotts expressed that scheduling is terrible right now because of the cancellations and rescheduling of so many meetings due to COVID-19. Dotts is fine with his cell number being given out as well and normally in the courthouse in the afternoons. TSwearingin plans to be in the courthouse Monday, Wednesday and Friday morning.
Supervisor Meetings:
Dotts attended Chariton Valley Planning & Development meeting. They approved 3% pay increase for the staff and approved FY21 Budget.
Seams met with Lineville Senior Meal Site Board. The meal site participants for the Lineville area was down to 9 but with the change to the program and partnering with the Steel Wheel, participants increased to 20 and more is expected. Seams mentioned that Humeston Senior Meal Site has all volunteer helpers. Corydon Senior Meal Site Board is still working with Wayne County Hospital to provide meals for local residents. Several individuals have tried to contact Pam Taylor, Milestone Director for the region, but have not received a return call.

There being no further business, the next regular session meeting of the Wayne County Board of Supervisors will be held on the 13 day of July 2020, at 9:00AM.
