Board of Supervisors Meeting – January 25, 2016

A meeting of the Wayne County Board of Supervisors was held on the 25th day of January 2016, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice of meeting duly given in compliance with Section 21.4 of the Iowa Code. The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.

Unless otherwise noted, all motions carried unanimously.

Sellers made the motion, Dotts seconded to approve the Agenda, motion carried.

Dotts made the motion, Sellers seconded to approve the minutes of the January 11, 2016, meeting, motion carried.

Trevor Wolf, County Engineer, was present and reviewed with the Board the following quotes for a brush cutter;

Coddington, Inc: $24,950.00

Ziegler: $42,144.00

Dotts made the motion, Sellers seconded to purchase a brush cutter from Coddington, Inc., motion carried.

Wolf also informed the Board the residents were removing the barricade on the bridge that was closed on Vale, driving through thus creating several problems and that he was concerned about the liability factor.

Several Members of the Fair Board and the County Extension were present to review the fair’s budget and concerns about the conditions of the buildings, roadway and drainage. They reported that they had worked on their budget, noting that they were not sure of what shows would be offered and their cost. The Extension stated that they were going to address the issue of the food stand and the interaction between them and the Fair Board. Both reported that they had had a very informative meetings and that they were both moving forward. Sellers made the motion, with Dotts seconding, that the Board would give a onetime additional allocation of $7500.00 to current $10,000.00, and that it was to be used on infrastructure and not on media and that they would talked to the County Engineer in regards to road work, motion carried

Sellers mad the motion to issue a QCD on 15’ of alley in a two block area in Confidence, Iowa, Dotts seconded the motion. Sellers will contact the County Attorney to prepare the deed.

There was a discussion in regards to a group membership at Prairie Trails Wellness Center, with Sellers making the motion that the Board and Employees would share in the cost of the one-time membership fee and cost on a 50% -50% bases, Dotts seconded the motion, motion carried.

Vernon Mullett was present and reviewed with the Board and the Engineer ditching, brush cutting, drive-way, bridge, crown in the road, signs and a two (2) repayment plan. Wolf stated that they could work with the payment plan and reviewed requirement.

Dotts made the motion that the follow be published in the three County Newspapers;

As required by Chapter 349.18 of the Code of Iowa, and an Attorney General’s Opinion, salaries and wages for Employees of Wayne County for the calendar year 2015, are as follows;
