A meeting of the Wayne County Board of Supervisors was held on the 28th day of December 2016, in the Board Room of the Wayne County Courthouse, Corydon, Iowa. Meeting was not pursuant to notice of meeting subject to Iowa Code Section 21.4. The Board noted due notice of meeting subject to said Code Section.
Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.
Unless otherwise noted, all motions were approved unanimously.
Sellers made the motion, seconded by Dotts to approve the Agenda.
Dotts made the motion, seconded by Sellers to approve the minutes of the December 12, 2016, meeting.
Sellers made the motion, seconded by Dotts to approve the claims as submitted.
Sellers made the motion seconded by Dotts to approve and adopt the following Resolutions for the calendar year 2017;

Dotts made the motion seconded by Sellers to appoint Cathy Couchman and Sherry Middlebrook to a three (3) year term to the Wayne County Public Health Board.
Sellers made the motion, seconded by Dotts to appoint Mike Lewis, Diane Schroeder Olson and Jan Ledyard to a five (5) year term to the Wayne County Conservation Board.
Dotts made the motion seconded by Sellers to appoint D. Joel Baker as Wayne County Medical Examiner for a period of one (1) year.
Dotts made the motion seconded by Sellers to appoint the Board Members to the various Boards and Commissions as follows:
Dotts – WCDC, WRD Landfill, REAP, Conservation, Chariton Valley Transportation, Iowa Workforce Development, Judicial Committee 5th District and Chariton Valley Planning & Development.
Kester – Committee on Aging, (SENECA & Local), DECAT, Southern Iowa Crime Commission, Emergency Management, Mental Health, KFC and Public Health.
Sellers – SCICAP, SIDCA, Alternative Judicial Committee 5th District, Rathbun Land & Water Alliance, Southeast Iowa Response Group, E911, 10-15 Transit and Chariton Valley Transportation.
Sellers made the motion seconded by Dotts to appoint Darrel Cook and Rhonda Jensen to the RAEB Board for a one (1) year period.
Sellers made the motion seconded by Dotts to appoint Denise Becker to the Area XV Multi-County Housing Board.
Dotts made the motion to approve the Military Credits for the 2017-2018 tax period.
Sellers made the motion to approve the Homestead Credits for the 2017-2018 tax period.
Bonnie Friend, Conservation Director, was present and reviewed the funds committed to the Wayne County Conservation from the RC&D reserve funds, requested that they be allocated to Conservation for another 3 years. Sellers made the motion seconded by Dotts to approve and adopt Resolution 1-15-2017, allocating the RC&D funds to Wayne County Conservation for a three (3) year period.
Dotts made the motion seconded by Sellers to approve the suspension of taxes on parcel # 107190G408006 in the S1/2 of Lot 2, Block 16 in the town of Corydon, as requested by Kim Swearingin, County Treasurer.
Trevor Wolf, County Engineer, was present and reviewed various items with the Board and requested that they approve and adopt Resolution 01-17-2017, a Resolution for the Construction Agreement between Wayne County and Residents on 200th Street in Monroe Township.
Dotts made the motion seconded by Sellers to open the Public Hearing in regards to the Level “C” Road in Section 11 of Monroe Township, (235th Street). There being no oral or written comments, Sellers made the motion seconded by Dotts to close the Public Hearing. Kester made the motion to approve Resolution 01-16-2017, approving the classification of a Level “C” road.
Dotts made the motion seconded by Sellers to open the Public Hearing in regards to the Genoa Road Project. There being no oral or written comments, Dotts made the motion, seconded by Sellers to close the Public Hearing. It was noted that a resolution approving the project would be presented at the January 3, 2017, meeting of the Board of Supervisors.
Kester made the motion, seconded by Dotts to approve a $.72 per hour increase to Doug Mounce, resulting in an hourly rate of $15.08.
Sellers made the motion, seconded by Dotts to approve the application for a credit card for Tammy Clark, new County Auditor, at the current limit rate on credit cards.
Kester made the motion, seconded by Sellers to obtain from the Department Heads the number of cards and the credit limit on all credit cards being held by County Employees.
Trevor Wolf, County Engineer, presented his contract for a 3 year period at a 2.5% pay increase each year of the contract. Dotts made the motion seconded by Kester to table any action at this time, pending further review.
It was noted that Amanda Richards, Jailer/Dispatcher, hourly rate would increase to $15.07 per hour effective December 11, 2016.
It was noted that Makenzie Lynn Boyd was hired as a part-time Jailer/Dispatcher, at an hourly rate of $13.51, effective December 13, 2016.
The monthly report of Kim Swearingin, County Treasurer, was approved and filed.
