June 30, 2016

A meeting of the Wayne County Board of Supervisors was held on the 30th day of June 2016, in the Board Room of the Wayne County Courthouse, Corydon, Iowa, pursuant to notice of meeting subject to Iowa Code Section 21.4.  The Board noted due notice of meeting subject to said Code Section.

Present were David Dotts, Duffy Kester, John Sellers, members of the Board of Supervisors.

Unless otherwise noted, all motion were approved unanimously.

Sellers made the motion, Dotts seconded to approve the Agenda.

Sellers made the motion, seconded by Dotts to approve the minutes of the June 13, 2016, meeting.

Dotts made the motion, seconded by Sellers to approve the claims as submitted.

Sellers made the motion, seconded by Dotts to approve and adopt the following resolution for the fiscal year 2017;

Year 2016-2017

Trevor Wolf, County Engineer, was present and updated the Board in regards to the completion of all FEMA projects, bridge work, and noted that he was seeking bids for two new pickups for which he has received a couple and also seeking bids for new equipment.  There was some discussion in regards to loads of rock being dumped and not spread over the roads and ending in the ditches, with Wolf stating that it was not the practice to just dump loads in a pile and he would check into it.

Ralph and Shirley Alshouse were present and discussed with the Board and the County Engineer the economic assets created by tax dollar revenues and business by the Amish Community and that they felt the County should do their part in development of some of the rural county roads and that most tax payers could not afford to pay for the upgrades needed on the County rural roads.  Wolf and the Board noted that with the present laws in place that there was not much they could do beyond what the law stated but they would do some further checking.

Robert Whitaker of Summerset Farms located in Missouri, was present and requested that the Board approve their manure management plan, stating that it was the same as in past years with the required date changes.  Sellers made the motion, seconded by Dotts to approve and sign the plan.

The Board received two (2) other manure management plans, there was no action taken.

Laurie Bestgen, Amec Foster Wheeler, was present and reviewed the services herself and Amec provide in regards to Hazard Mitigation.  Ms. Bestgen reviewed her background and past working relationships with various State and County plans.  The Board thanked her for her information and that they would review their options.

The Board received a new contract for services in regards to the Hazard Mitigation Plan from Chariton Valley Planning requesting a review and approval, noting that they were available by phone if they had any questions or concerns.  The Board noted receiving the Plan, did not call them, but Kester was going to have the County Attorney review.

Dotts made the motion, seconded by Sellers to approve the request of Iowa Beer Bus to set up on J22 in Wayne County for Ragbrai.

The Board noted receiving the salary and hourly wage approvals by the Wayne County Board of Health, Conference Board and Conservation Board.

Dotts made the motion, seconded by Sellers to approve the County Engineer’s salary and hour wage recommendation of 2.5% for the office staff.

Dotts made the motion, seconded by Sellers to approve the salary and hour wage of a 5% increase as requested by Keith Davis, County Sheriff, and Linda Fain, Director New Venture, for their employees.

Sellers made the motion, seconded by Dotts to approve a 5% increase in wages for Mendy Middlebrook, Linda Fain, Bill Byrns, Denise Becker, and Danny Coffey.

Kester made the motion, seconded by Sellers to leave the same hour rate for Doug Mounce.

Sellers made the motion, seconded by Dotts to approve and adopt Resolution 06-01-2016, A Resolution setting the salaries and wages for the fiscal year beginning July 1, 2016 for all Wayne County Employees.

The monthly reports of Angie Horton, County Recorder and Kim Swearingin, County Treasurer, were approved and filed.
